SITUATION
You are a 26th Marine Expeditionary Unit (26th MEU) - Battalion Landing Team - 1st Battalion, 8th Marines (BLT 1/8) – Company Commander. A Marine Rifle Company is composed of a Company Headquarters with two officers and four enlisted Marines, three Rifle Platoons with one officer and 42 enlisted. Each platoon has three Squads with 13 Marines each, each Squad has three Fire Teams with a Fire Team Leader, an Automatic Rifleman, and two Riflemen. Each Fire Team is armed with three M16A3 rifles, one with a M203 Grenade Launcher, and one SAW. The Rifle Company also has one Weapons Platoon with one officer and 46 enlisted. The Weapons Platoon has six M240G machineguns, three M224 60mm mortars, and six Mk153 SMAWs. Your unit has been in the country of Cortina for the past four weeks as part of a Joint Task Force (JTF) providing security for humanitarian relief efforts. Cortina is a Third World Country in the midst of a very active insurgency. The result has been a near total breakdown of law and order as well as a serious degradation of the urban infrastructure. This has been accompanied by outbreaks of disease and starvation. To date, there are at least three different dissident organizations operating in and around Shughart-Gordon Village. All three dissident groups have insurgent and terrorist branches. Shughart-Gordon is the political and economic heart of an important coastal Department (province). The local populace is rapidly growing weary of the urban civil disorder and acts of terrorism. However, there are some civilians who may remain loyal to a particular dissident organization.
Within the village limits of Shughart-Gordon, various factions have been staging demonstrations and organizing riots. A major food distribution site has already been overrun and the local police are not capable of maintaining order or providing security for critical services such as food and water distribution. The government of Cortina has requested that U.S. forces restore order and provide humanitarian relief in Shughart-Gordon.
SPECIAL SITUATION
Shughart-Gordon consists of 27 buildings (one to three stories) and originally had a population of approximately 200 (includes people who live in the adjacent rural areas). However, this figure has significantly increased (number unknown) since a refugee camp was erected on the soccer field (eastern side of the village) three weeks ago. The camp consists of tents and "shanty" type housing (plywood, plastic, corrugated cardboard). The International Red Cross intends to open a medical treatment/food distribution center at the hospital (building # 21) beginning tomorrow morning. Though the population is in dire need of humanitarian relief, tensions remain high and the overall situation could escalate to a mid- intensity conflict at any time. The majority of Cortinian males are armed (semi-automatic rifles, pistols, older small arms) as this is an important part of the cultural hierarchy. The only semblance of a village government is the chief of police and 10 police officers. He has indicated a willingness to assist the humanitarian relief effort.
MISSION
Your company ahs been assigned the following mission: Beginning at 0500 tomorrow, provide security for the Red Cross relief facility. Additionally, conduct aggressive urban patrolling to prevent civil disorder or an escalation into a mid-intensity conflict.
