At the time where Daisy says this, she, Tom, Jordan, Nick, and Gatsby are all in a downtown hotel room.  To satisfy Gatsby, Daisy told Tom that she had never loved him, and this caused a large stir.  After Daisy had initiated this mess by inviting Gatsby over, she begs to abandon it and pretend it never happened.  It’s very possible that she was expecting Gatsby to handle this issue mainly himself, and once she ended up in the spotlight, she froze.  Then, she wailed until she would be able to get out of this situation that she herself created.  All in all, Daisy couldn't deal with her emotions, and left both Gatsby and Tom hurt while thinking only of herself.
