In the feudal days surrounding the Udias, the "Foster Account" system was used. This old system assumed that for a person to have committed a crime, the family unit behind that person had failed as a whole in the upbringing of the individual. Therefore, if a crime was committed and the perpetrator failed to come forward, an investigation would commence and a member of the accused's family would be brought to trial in their place.
Needless to say, the flaws in this system were finally realized, as civil reform took hold of the trybal system in 111. A new system was adopted by popular decree and held in place (with moderate alterations) ever since.



Monarcs, Ferratu public guardians who live in towns and cities, are charged with maintaining order and the letter of the law. They work to protect civillians' lives and property, and work closely with prases to capture and prosecute criminals. They receive standard Horn training through Week 12, and then are diverted to duty in the centers of the populace.



Prases analyze and prosecute individuals charged with crimes. They are charged to carefully scrutize all aspects of the crime and evidence collected, before being able to accuse an individual. Their powers are broad based, and only three percent of the ferratu job force are allowed to become EvIntent prases.

* An arrangement is underway with Scios to acquire Cyrano's Island for the permanent housing of violent criminals. These people have indicated through official channels that they would rather be left without technology or a means of escape "on a deserted island" to being locked away behind cement walls. Cyrano's Island, the furthest most isle in the Scios island chain, is a ring of barrier cliffs with near arctic conditions at some areas.

The Sub-tier of Evidence and Criminal Intentions as it stands now, is responsible for: investigating and prosecuting crimes; establishing the intentions behind the criminal acts(s); manage sentencing terms and penal facilities; enforce immigration laws. The pledge is simple: Justice pursued is justice achieved.

EvIntent is unique in that it supported by two different tiers, SciTech and ArmSec, and housed under GovOps. SciTech provides the technology and resources for agents of justice to do their job. ArmSec is charged under contract to provide those agents, who assigned as "Monarc", or policing, officers. GoVops is the administrative arm that executes EvIntent doctrine.

EVIDENCE
The Offyce of Evidence is responsible for the collection, preservation and execution of evidence collected during a criminal investigation. Gathered evidence is scrutinized and investigated by scientists with SciTech, and prases within EvIntent. Once charges have been finalized and an arrest made, a team of prase prosecutors is prepared for trial.

Prases are terribly efficient. The success rate is nearly 92 percent, and they walk through society with a high degree of respect and faith. They walk above the law at times, but one report of infraction or misuse of power is regarded severely and with haste. The last prase evicted from office, nearly 22 yahrs ago, had used his authority to unjustly increase his living standard to levels above those of her peers. His execution is remembered to this day.



CRIMINAL INTENTIONS
Once a person is found guilty of a crime, the case is turned over to the Offyce of Intent. Intent investigates not only the criminals intentions at the time of lawlessness, but whether outside parties were present that contributed to the crime. If a male kills another male, Intent would determine what other motivations might lie under the surface: was a woman involved, a family blood feud, a random act of violence, etc.

Intent, unlike Evidence, determines the sentence for the criminal based on its degree of violence and the number of contributing factors uncovered during Intention hearings. Crimes are put into three classes for determination: crysis (high degree of violence or potential for boldily harm to another), badjudge (a minor indescretion easily countered through counseling, reparations, etc.), and death (a criminal act so devastating or damning to a community that a person's execution is warranted).





PENALTIES
Penalties for criminal activity vary from case to case. Penal sentences are reserved for only the most violent of crysis convictions, and only 28 institutions across the nation have been designated as homes for these malcontents.*

Punishment for crimes are usually tendered to the person or party aggrieved, and that party can indenture the criminal to whatever service is needed by the party and deemed acceptible by Intent. If the transgression involves theft, the guilty may be sentenced to a number of years of mandatory, uncompensated labor. If personal injury is the conviction, a "jousting" may be awarded. This allows the victim on a moving mount a single chance to skewer the aggressor with a large rubber pole anywhere about the body.

Death convictions only have one sentence - a community murder. Someone convicted of this type of offense is normally left to the hands of the trybe and inner community that has taken the offense. In cases involving national themes, the state will assume responsibility for carrying out the conviction. There are only three ways to earn a dealth conviction: the intentional murder of a senior ruling body official, or a prosecuting prase or monarc, or the murder or rape of a child.
