There are proper ways to clean your budgies cage, and his area around him

Droppings

Budgies poop about every 12-20 minutes. If your budgie comes out a lot, then his poop should be just about everywhere he sits for a good amount of time. Cleaning budgie droppings is really easy. You can do one of two things: Clean the poop while it is still wet, or pick the poop with a napkin while it is dry

Food

Budgies are messy eaters, and they tend to go inside their food and dig around to scatter their seeds/pellets. If your budgie eats inside his cage, you can just leave the food that has fallen at the bottom, under the metal railing and change the bottom easily the next day. If your budgie eats outside, just lay a thin layer of newspaper under his food dish, so you can throw away the fallen food when he is done.

Cage

Everyday you must change the newspaper/papertowels at the bottom of your cage. Every week you must wash your budgies cage completly. Grap a non-used scrub, and some hand soap. You can either turn the shower on and leave your cage in there for five minutes after soaping it, or fill the bathtub. After about 5 minutes, drain all the water and soap. Next, rinse all the soap away so that it is completly GONE! Then either leave your cage out to dry, or use a towel.
