CHAPTER No.11


TRANSPORTATION AND DELIVERY

    1. PRODUCT RELEASE AND DELIVERY TO AIRPORTS:
      1. Product Release:
Product may not be released from storage until:
  1. Receipt of a satisfactory re-certification or control check test certificate, whichever is applicable for the type of shipment involved, provided that comparison of the test results with the suppliers "Full Specification Test Certificate" shows no change in quality. If the results are not satisfactory, the batch must remain quarantined until further testing has established that the fuel is acceptable.
  2. The following minimum setting times have been observed:

  3. 1.AvGas -45 minutes per meter depth of fuel.
    2.Jet fuels -3 hours per meter depth of fuel or 24 hours, whichever is less.
  4. After settling, drain off any water which has collected at the bottom of the tank.
  5. A "settling" sign shall be positioned at the outlet valve during settling period.
      1. Documentation:
  1. Any transfer of product to an Airport Depot shall be supported by a Release Certificate confirming compliance with Aviation Fuel Quality Requirements for Jointly Operated Systems and containing at least the following information:
  2. Date and time of loading, Density and Temperature of the product, "water free" certification and batch number relating to the origin of the product. The release certificate should be signed by an authorized inspector.

  3. A Full Specification Test Certificate covering the batch must be readily available showing the fuel grade and that it meets the relevant specification or the Aviation Fuel Quality Requirements for jointly Operated Systems, together with a copy of the latest Re-certification Test report.
      1. Product Transfer:
  1. Prior to loading or transfer by pipeline the issuing tank shall be checked for free water and any found drained away.
  2. All low points on transfer or loading pipeline systems shall be checked for water, and any found drained away.
  3. Before loading road, rail or coastal/inland waterway vessels, the tank/compartments of these shall be inspected to ensure that they are clean and free of water. If not, steps shall be taken to clean/dry out the tank/compartments.
  4. On completion of loading all tanks/compartments shall be checked for the presence of free water, and any found must be removed.
  5. Before dispatch all tank openings should be secured and sealed and a check made that correct grade plates are fitted to road vehicles.
    1. BASIC REQUIREMENTS FOR TRANSPORTATION
    2. REQUIREMENT:

      1. General:
  1. Wherever possible dedicated transport carrying a single grade cargo shall be used for the transportation of aviation products.
  2. The grade changing of transports should be kept to the absolute minimum and should be strongly discouraged because of the quality control risks and safety hazards involved. If it becomes necessary to use non dedicated transport, the change of grade procedure as per paragraph G6 shall be applied.
      1. Pipelines:
  1. Pipelines supplying airport depots should be separately allocated to each grade of aviation product.
      1. Coastal / Inland Waterway Vessels:
  1. For multi product cargoes, blind flanges shall be used to separate the aviation grades from other products. Vessels that carry both black and white cargoes, the pipeline and pumping systems for black products shall be completely separate from that used for white product. Jet fuel shall not be loaded in a compartment set aside for black products nor shall it be loaded in compartments with a common bulk head with black oil compartments.
  2. Prior to loading vessels with aviation fuels, care should be taken to establish that only compatible products have previously been carried.
  3. Non dedicated transport shall be inspected before loading aviation fuels and if necessary, cleaned to the satisfaction of the inspector.
      1. Rail Tank Cars:
  1. Design should be such that fuel is protected from the ingress of dirt and water during transit and tanks should be equipped with bottom drains to facilitate the clearance of water and sediment, and sampling.
      1. Road Bridging Vehicles:
Road bridging vehicles supplying airports should comply with the following requirements.
  1. Vehicle tank should be constructed of aluminium, stainless steel, or mild steel coated internally with an agreed lining material. Each tank compartment should have a drain line and suitable valves to facilitate the drawing of samples and drainage of water; the sample lines should not be manifold together.
  2. All top manhole and dip point covers must seal completely against the ingress of water or dirt. Filling should preferably be via bottom couplings, of a self sealing (tight fill) type.
  3. Filling and discharge points should if possible be provided with couplings of a size and type chosen to give the maximum practical degree of grade security.
      1. Change of Grade:
  1. The following procedures shall be applied and must be supervised by an authorized inspector.
Procedure –A:
  1. Drain each compartment at its low point, drain piping manifold, pumps and hoses if applicable.
  2. Internally inspect each compartment through manhole to ascertain that it is dry.
  3. Load new product, draw samples from all compartments, manifold etc. drains and carry out Visual Check.
  4. Change grade plates and grade selective couplings, if fitted.
Procedure –B:
  1. Drain each compartment at its low point, drain piping manifold, pumps and hoses if applicable.
  2. Introduce flushing product (see below) to cover foot valves, hold for 10 mins.
  3. Drain each compartment, manifold, etc., and return the product to non-aviation stock.
  4. Internally inspect each compartment through manhole to ascertain it is dry.
  5. Load new product, draw sample from all compartments, manifold, etc., drain and carry out Visual Check.
  6. Change grade plates and grade selective couplings, if fitted.
Flushing productshall be the new grade to be loaded.
