Pablito M. Villegas, M.Sc., is an international
consultant who has had various assignments in many developing countries
such as Sri Lanka, Nepal, Kingdom of Tonga, Papua New Guinea, Laos,
Cambodia, Thailand, Namibia, Malawi, Zimbabwe, Cook Islands, Western
Samoa, Solomon Islands, Vanuatu, Indonesia, Myanmar and the Philippines.
His assignments are concerned mostly with agricultural and rural
development as well as in agricultural and renewable resources policy
and development planning, agro-based industrial clustering and
the management and field implementation of agribusiness and
agro-industrial projects geared towards food security, sustainable rural
development and poverty alleviation.
He rose from the ranks at Land Bank of the Philippines where he
was Vice President and concurrently, President of Masaganang Sakahan,
Inc., an agribusiness subsidiary corporation of Land Bank.
He worked with the Food and Agricultural Organization of the
United Nations and United Nation’s Development Program as Chief
Technical Adviser/Senior Agricultural Economist in Papua New Guinea and
Kingdom of Tonga.
He was also a Senior Adviser of former Secretary of Agriculture,
Salvador H. Escudero III.
He also worked in the area of market and enterprise development
under the DA/Spanish Government-funded COTABATO Basin Integrated
Augmentation Support (BIGAS) Project in Central Mindanao and as a Rural
Credit Specialist in an ADB-funded Rural Development Project in Sri
Lanka. His recent work was a 7-month consulting stint in Indonesia where
he served as Team Leader cum Agro-based Industry Specialist for the
“Study on Restructuring the Agro-based Industries” (SRAI) in a
MADECOR-World Bank funded Project.
