If there are heroes not worthy of the name, likewise there are bad guys not villainous enough to be villains! I like my villains almost overwhelmingly powerful and cool beyond words--these villians can barely pose a challenge to the good guys!

I dunno what the heck he was called, but all he did was hang around the palace while trying to get control of the government. Duh--big deal as a villain. About the most villainous thing he did (I think he did it? Don't remember...) was activate the Eye of God!
