The CAP related sites are included because of the cultural implications and lessons learned for future MOUT. For all the planning we might undertake to overcome the enemy and the urban infrastructure - to ignore the people - is a sure recipe for disaster. This is what Marine General Anthony Zinni (CINC - USCENTCOM) calls "cultural intelligence."

The CAP Web Site is maintained by the Combined Action Platoon (CAP) and Combined Action Company (CAC) Marine and Navy veterans - 1965-1971.

Col. John E. Greenwood, Editor of the Marine Corps Gazette sums it up this way: "Marines used their Combined Action and Combined Unit Pacification Programs to great advantage in Vietnam. These programs paired a squad of Marines with a platoon of South Vietnamese militia forces and assigned the resulting combined units to provide security in specific hamlets or villages. The merger of the Marine's firepower, tactical expertise, training skills, communications, and reinforcement capabilities with the militia's knowledge of the local area and people multiplied the effectivness of both elements. Depending upon the specific crisis scenario, this technique could have numerous applications - patrolling, providing security for critical facilites and infrastructure, manning food distribution points, searching suspected hostile areas, and collecting intelligence are only the more obvious activities that would benefit from a combined approach."
