their firearms since the mandatory federal gun registry took effect three
years ago, RCMP figures show. Only 311,000 of at least two million gun
owners had registered by November and the system is backlogged with several

still be amnesty after amnesty, extension after extension, in the effort

registration form, beware of the pitfalls, and fill it out EXACTLY
as the NFA suggests, just to make sure you don't make an error that
will land you in jail, or get your firearms confiscated. Even the government
has 'unofficially' acknowledged that there are millions of more guns in
this country than they 'officially' want to admit. Right now, those figures
above, looks like a 15-16% compliance rate!! Not exactly the "Phenomenal

Regional Police - Loaded gun seized during ride spot check
The driver of a 1991 Honda Civic entered the designated RIDE program,
and was subsequently investigated by police. During the investigation,
police observed a firearm protruding from underneath the drivers seat.
The driver was arrested, and search of the vehicle revealed a loaded .357
Colt Magnum handgun with six hollow point rounds of ammunition, and a butterfly

extends gun amnesty for fifth time
CALGARY -- The federal government has extended its amnesty on illegal
firearms for the fifth time, a move critics call proof that Ottawa's gun-control
program isn't working. "Instead of just proclaiming amnesty after amnesty,
why doesn't she just admit the government was wrong to ban them all
in the first place?" said Garry Breitkreuz, gun-control critic for the
Canadian Alliance. "If it's so dangerous to have these guns in the hands
of people, why pass these amnesties?" Mr. Breitkreuz estimates, based on
import and export documents, that there are at least three million gun
owners in Canada and 16 million to 20 million guns. The National
Firearms Association estimates the number of guns at 20 million to 25 million.

Government
changes tack on gun registry
Ottawa - The federal government is trying to put a lid on its costly
gun registry program. The Justice Department granted firearms owners another
extension Wednesday. Owners of restricted firearms get another year to
register them and owners of prohibited firearms get another year to turn
them in. The government is looking to contract out part of the program
to a private company. Costs have ballooned to nearly $500 million or almost
six times what it was supposed to cost. (HA!!
its closer to a BILLION) With massive cost
overruns, the government has now decided to look at contracting out major
portions of the operation. It's also considering scrapping its customized
forms and database, and replacing them with an off-the-shelf form. That
would require an entirely new computerized system, and the transfer
of vast volumes of data. The Firearms Centre says it plans to keep the
actual screening of gun owners and licences in government hands.
But almost everything else is up for bids.(
This entire mess could be replaced overnight with proven,
cost effective, legislation currently all ready to go, but they would
rather just keep on wasting taxpayers money, in this massive bureaucratic
nightmare.)
Laminating Your New 'El-Cheepo'
Registration Certificate
Lawyers in the Library of Parliament Research Branch
provided the following legal opinion to Garry Breitkreuz's Office
Quote: There is nothing in the Firearms Act which expressly
prohibits a person from laminating their
registration certificate. The only provision which appears
applicable is section 107 which provides that it is an
offence to "alter," "deface" or "falsify" a firearms
document, including a registration certificate, without lawful
excuse. These words are not defined and one must rely
on the ordinary meaning of such terms. This provision
would seem to be concerned with the fraudulent acts which
would result in a material change to the document.
Laminating a registration certificate would not have
such an affect and the courts may find that such an act is
not altering, defacing or falsifying a document. (Seeing
that its ok to laminate your new "Bottom of the Barrel Quality" piece of
photocopy paper, the feds laughingly call a 'lifetime' Firearms Registration
Certificate. Any document protection they might want to include in the
future, from embossing to even a rubber stamped signature, will be unable
to be verified by a police officer on the spot, without calling the C.F.C
for verification. So, until some verification scheme is included in these
'photocopied raffle ticket' quality 'Documents' Gun thieves will be able
to easily produce an equal quality false 'certificate' for each stolen
firearm. They won't be detected, until someone actually calls the C.F.C.
to verify the name or runs the firearm serial number on CPIC)

Analysis of Centers for Disease Control and Prevention data from
the Firearms Injury Surveillance Study for 1993-1997 show a dramatic decrease
in non-fatal firearms-related injuries for all age categories for children
and adolescents. This decrease coincides with a similar drop in accidental
firearms fatalities, which reached an all-time low in 2000. (Well

Of Justice Extends Amnesty Period For Firearms
OTTAWA, December 19, 2001 — The Honourable Anne McLellan, Minister
of Justice and Attorney General of Canada, today announced that the amnesty
for prohibited handguns and unregistered restricted firearms will be extended
to December 31, 2002. The extension of the amnesty, which began December
1, 1998, gives people until the end of next year to dispose of certain
prohibited handguns that they cannot legally keep. In
February 1995, the government responded to concerns from the public and
the policing community by announcing the prohibition of short-barreled
or .25 and .32 calibre handguns. However, all individuals who had registered,
or had applied to register a prohibited handgun at that time were grandfathered
and can continue to use their firearm with the appropriate authorization.(

CFC has obviously hit the bottom of the barrel as far as secure, tamperproof
firearm registration is concerned. The new certificates which they tell
you to laminate (at your own expense) are printed with black toner or ink,
on ordinary 20 lb photocopy stock, and can be reproduce by any 10 year
old kid with a cheap text program and ten minutes to spare. There are NO
security features whatsoever, anyone with stolen guns can simply print
them up.. Hell, there isn't even a need to 'photocopy' one in the quest
to make it look authentic. Unless the police or conservation officer 'runs'
each and every registration 'certificate' they are looking at, there is
NO WAY to tell if its authentic, particularly when laminated. This is what
the taxpayer is spending a BILLION dollars on???? What a crock.. If they
printed the damn things with a rubber stamp, and filled in the info with
a pencil it would be more secure than the joke they are passing around
the Liberal "Culture of Safety" as a firearms registration certificate.
At least a 'rubber stamp' would slow a gun thief down a bit, until he had
one made.. The damn thing looks like a 9 year old child's paper invitation

police officer shot on duty
Constable Tony Macias, a 12-year veteran of the force, was shot
at 9:40 p.m. in the Weston Road and Lawrence Avenue area. A police
source said Const. Macias was hit in the shoulder by a gunman who
appeared to be in his teens. The source said the officer walked up to a
suspect, asked him what was going on and was immediately shot. The bullet
passed through the top of his protective vest, collapsed a lung and nicked
an artery. A registered nurse at a bar across the road from the shooting
said she rushed out to see the officer lying on the ground. "I heard
like four or five shots fired and I ran out to go across the street to
help," said the woman, who would only give her first name, Diane. She said

THE
LONG, LOVING MARRIAGE OF BOYS TO GUNS
Retail reports say that this season's hot toys are various versions
of GI Joe, along with assorted lethal accessories like machine guns and
M-16s. The reason, of course, is the war in Afghanistan and the heroics
of the Marines, carrier crews and special operations troops. Various feminist,
education and feel-good groups who regard small males as aberrations in
need of correction - "We share, we don't shoot" - are horrified but have
no choice but to keep quiet. The public mood is pro-military. On Christmas
morning, I hope the little boys - and little girls, if they're
so inclined - take their GI Joes and war toys outside and spend the day
playing "Capture the Taliban." It will be more fun than a video game. Besides,
a little rain won't kill you, but youthful inactivity may.(Here
in Canada, Canadians have been so embarrassed by our governments desecration
of our once proud military, that it would be hard to imagine 'Canadian'
war toys! Perhaps Helicopters that fall randomly from the sky, striking
fear in the hearts of the enemy . Or how about F-18's , no batteries
and only a 'left' wing, with no spare parts to attach the other one.
How about the inaction figure "Peacekeeper Jean" that doesn't come with
firearms, ammunition, or 'issued' equipment that actually works.
How about a colourful crest for "Peacekeeper Jean's" uniform that shows
a Beaver with a pop gun, and the motto: "God help us ...We're Canadian"

OTTAWA, Dec. 14 /CNW/ - The Honourable Anne McLellan, Minister of
Justice and Attorney General of Canada, today announced that the Government
of Canada is preparing to administer the firearms program in British Columbia.
"British Columbians support and deserve an effective firearms program that
is already delivering on its important public safety objectives," said
Minister McLellan. "We will continue to work with the provincial government
to ensure that a high level of client service is maintained." The transition
will take place on April 1st, 2002. As a consequence, the British Columbia
Chief Firearms Office will be consolidated into the Northwest Region Office
in Edmonton. The federal Chief Firearms Officer, who already administers
the program in Manitoba, Saskatchewan, Alberta and the three northern territories,
will have responsibility for British Columbia as well.(Well,

concerns at Canadian Firearms Program
With respect to the collection and use of personal information,
my review revealed that the controls limiting
access to the Police Information Retrieval System, for example,
are inadequate. Firearms officers have access to more information than
they need to make decisions about the eligibility of applicants. They also
have access to personal information about other individuals, such as witnesses,
acquaintances, and victims. These individuals are not applying for licences.
The information about them would not normally be relevant to program requirements.
Another problem is that firearms officers rely on information collected
from the Police Information Retrieval System database without verifying
the accuracy of the information with the originating police agency. This
is contrary both to established RCMP policies and to section 6(2) of the
Privacy Act, which requires that personal information be accurate, up-to-date
and complete. The review also revealed that some of the information being
collected from police databases for the Firearms Interest Police system
relates to incidents that do not qualify under section 5 of the Firearms
Act or that are based on unsubstantiated information. (Perhaps,
just perhaps, defective information systems such as the FIP database referred
to here, is the reason that a lot of people 'Don't want to become involved'
when they witness a crime. Their personal information also ends up in this
'data dump' and may come back to haunt them someday in a completely unrelated
context.. The FIP is the 'least' of your problems in sharing personal information

unloaded in a secure place. In general do you strongly support,
somewhat support, somewhat oppose or

calls to 911 couldn't stop sisters' killings
WINNIPEG - Fifteen police interventions, several restraining orders
and -- on her last night alive -- five calls to police could not rescue
a woman and her sister from years of abuse from her boyfriend, an inquest
heard yesterday. Among the five calls placed by the women to 911, the third
and fourth were particularly troubling. On the third call, received around
midnight, the police operator admonished them for allowing Dunlop into
the house and telling the women they were as guilty as Dunlop for breaking
the court order. The operator called the women liars and chided them
for drinking. "Don't let him in. I know he took money and he's going to
buy beer, so don't let him in to share the beer," the operator said. At
the end of a four-minute lecture and despite the pleadings of the women,
the operator did not send police. (I don't expect

The Liberal Sponsored survey based on year 2000, and published Jan.
25/01 estimates there are 2.46 million firearm owners in Canada. It also
reveals that 140,000 owners intend to get rid of their firearms,
leaving a net active base of 2.3 million owners. (Remember,

the government survey has an error of 63.66%.. I'm just as sure the figures
for 2001 will NOT make up the additional 90,000 firearms missing from the
actual results. If you extend this same error across the survey, there
are a minimum of 3.977 million firearm owners, owning a universal
average of 3 firearms each, means there are 11.93 million firearms
in Canada, almost 5 million MORE than the much touted liberal survey reported.
Only 2 million or so licences have been issued, so it looks like the liberals
have actually created 1.977 million new criminals, NOT 300,000 as they
would like the media to believe. Their estimate of the number of
firearms is accurately off by at least 5 million. After all,
THEY say "A survey of this size is accurate within plus or minus
1.25 percentage points at the 95 percent confidence level." Which
means, firearms owners are pretty damn confidant within "plus or minus
1.25 percentage points" that this survey is 95% crap)

leading sailor, shot dead in attack by Amazon pirates
When the gang, wearing motorcycle helmets, made their demands, Blake
reached for his gun and shot one of them, according to Brazilian police.
In retaliation the robbers opened fire. Blake died from gunshot wounds.
Two other members of the crew were injured. Blake was travelling with 14

WINDSOR - A Michigan man who taped on a cassette recorder the anguished
cries of a woman as he choked and sexually assaulted her was sentenced
yesterday to 33 months in prison. Lashwan Coleman, 24, of Detroit,
had pleaded guilty to what Justice Saul Nosanchuk called a "senseless,
brutal and violent attack."(Had this happened on
HIS side of the border, this animal would have been locked up in prison
until he was killed by another inmate!. OR, his American victim would have
been armed, and shot the son of a bitch.. Do you think, perhaps, had his
Canadian victim been armed, and he knew it, she would even had been attacked?

unless it finally heeds government warnings to file a backlog of annual
reports. The coalition created by Wendy Cukier, has apparently neglected
to file a single annual report, as required by the Canada Corporations

where the money comes from and how it is spent. Cukier refused to explain

AUSTRALIAN soldiers could be in combat against Taliban fanatics
within hours. The first small group of troops from the Special Air Service
Regiment arrived in southern Afghanistan on a US helicopter yesterday.
They will support up to 2000 American soldiers in Operation Swift Freedom,
a United States push against the Taliban's last stronghold of Kandahar.
The Australian troops are also expected to be part of a cave-by-cave

Scott Stidham was so proud of shooting an enormous deer he drove it around
town in the back of his pickup to show it off to friends. They broke the
bad news: He had actually bagged one of 1,300 protected elk that wildlife
officials have been trying to restore to the state's Appalachian mountains.
Now Stidham, 38, faces more than $8,000 in fines and up to a year in jail.
"Anyone who mistakenly shoots an elk is an idiot," said Roy Grimes, deputy
state fish and wildlife commissioner. "If a person cannot tell the difference
between an elk and a deer, they should get rid of their firearms."(Ahhh
