Now (October 1998) more than 60 titles of anime are broadcast in Kanto district including Tokyo. TV-Tokyo broadcasts more than 30 titles of them.
Unfortunately most of them get very low rating. Few watched such anime titles. Perhaps rating is under 1 percent. Asahi Newspaper called the phenomenon "Anime Bubble" October 1998.
The rating of "Magical Stage - Fancy LaLa," which was broadcast by TV-Osaka since April till September 1998, was 2 percents. TV-Osaka is a TV station which controlled by TV-Tokyo and Nikkei Newspaper.
As you know, the anime, which was produced by Studio Pierrot, is a tearjerking program which deals with show business, TV station, and elementary school life. It also deals with affection and divorce. Studio Pierrot promoted the anime on its own homepage. However its rating was very low.
In Japan, few anime titles only get high ratings. For example, "Sazae-san" "Crayon Shin-chan" "Detective Conan" "Doraemon" and "Kochi-Kame."
Those four titles are not broadcast by TV-Tokyo.
TV-Tokyo producer Noriko Kobayashi always looks for a popular cartoon title. If TV station has a popular anime title, it can get a vast sum of adrate as income. For example, "Pocket Monsters" are a rather popular title. It is said that the title brought much money to TV-Tokyo. Its original plan was made by Nintendo. But the anime was planned by several companies including JR-Kikaku. JR-Kikaku ("Jei Aaru Higashi Nihon Kikaku") is a large-scale advertising agency under JR-East. JR-East ("Higashi Nihon Ryokaku Tetsudou Kabushikigaisha") is the largest railway company in Japan.

This time great anime director Hideaki Anno begins to make an anime title. A lot of companies want to hold the copyright for products on the title.
