 Iraqi Shiite pilgrims slash open their heads with swords as they march and chant in front of a shrine in Karbala, Iraq on Tuesday. They performed the ritual to mark the killing of one of their most important saints, Imam Hussein. The saint is not related to Saddam Hussein, who banned the ritual during his reign.  Secretary of Defense Donald Rumsfeld on Monday vehemently denied reports of the United States deciding to maintain four military bases in Iraq. "The impression that's left around the world is that we plan to occupy the country, and it's flat false," he seethed. "Honestly, I don't know where you people come up with this stuff. The Act prohibits discrimination in the financing, rental or sale of any dwelling based on race, color, religion, sex, or national origin. Bush signed an Executive Order to do away with the Act, saying "it is unfair for landlords and banks to be forced into doing business with shadowy individuals, or peoples they just don't like for some reason."
