The WTO held its fourth ministerial (Nov.9-14, 2001) in the tiny desert monarchy of Qatar, a longstanding U.S. toady (it hosted the U.S. Central Command during the American-led aggression against Iraq) and a country where democratic freedoms are severely limited. Early on, critics condemned this retreat beyond the range of protesters as yet another instance of the WTO's inability to come to terms with the ideas of democracy and meaningful dialogue. Meanwhile, anti-WTO protests took place simultaneously in Montreal and around the world.
