There is little question why the Selentine Blue Dragons and Glenneton Green Dragons are allied -- they are both strongly expansionistic and don't have the misfortune of sharing a border. The Selentine Blue Dragons have either devoured or enslaved the people within the modern boundaries of the Selentine Empire. The Hobgoblins were the first to surrender and are now the principle population in the eastern coastal cities of Lenarak and Entishaar. The Bugbears of the north were later conquered and they now controls the cities of the north like Karmeneak, Salishaar and Killaren. All of these cities typically have significant populations of Blue Draconian Hobgoblins and Bugbears who aid the Blue Dragons in maintaining order.

                The Selentine desert cities have larger Blue Dragon populations, but are still mostly comprised of Bugbears and Hobgoblins. The Selentia capital of Tinempuan is named after the Blue Dragon patron deity, Tinempuaar. (See Euphigyanaea and Tinempuaar for more info.)
