Without strong democratic governence and pro-poor policies, the marginalised will be pushed even further away from being able to take control of their lives. To bring about change the SSVK is: -organising protests of the poor to galvanise the apathetic and defunct state administration of Bihar. -ensuring the poor get their legitimate entitlement to land and water resources -ensuring the appropriate targeting of the developmental and welfare programmes by the government. -fighting instances of human rights abuse by the state SSVK has also: -carried out educational campaigns for 'Right to Information' -promoted decentralised governance through the effective participation of the downtrodden in the Panchayati Raj (village-level governance) Institutions. The recent Panchayati elections (early 2001) saw around 50 people from SSVK's target group of villages being elected to different offices. -worked to campaign for innocent prisoners The issues: - until recently there had been no local elections in Bihar for more than two decades. |

IN THE MEDIA Lok Shakti Sangathan filed a petition in the Patna High Court on Wednesday demanding reservation for scheduled castes, scheduled tribes, backward communities and women in panchayat elections due to be held a week later, as per the provisions in the constitution. The petition said that panchayat election in Bihar, being held after 22 years, in violation of constitutional provisions, would deprive 80 tribes, 1,347 Dalit communities and women representing 1,465 other classes of an opportunity to become mukhiya.
