| ORGANIZATIONAL STRUCTURE Alumni Society of the Faculty of Political Sciences (AS) is formed by General headquarters (HQ) and the organs devoted to it. The organs of the General Headquarters are as follows: · General Assembly (GA) · Board of Directors (BoD) · Board of Auditors (BoA) · Honor (Honorary) Board (HB) · Supreme (High) Advisory Council (SAC) The interrelationship diagram is provided in Appendix A. 1-) General Assembly (GA): · Composition: GA is composed of primary members of the association. They meet biyearly upon the decision of HQ and BoD and can also hold extraordinary meet in a month by the request of HQ and BoD, HQ and BoA or at least 1/5th of primary members. · Tasks: 1. Changing the name, rules, and regulations of Alumni Society of the Faculty of Political Sciences. 2. Analysis and approval of budget and accounts. 3. Validating the reports of BoD and BoA. 4. Deciding on the organs of Alumni Society of the Faculty of Political Sciences. 5. Denouncements of Alumni Society of the Faculty of Political Sciences 6. Deciding to be in a federation or confederation with other similar oriented associations. Those who have been chosen to multiple positions select one among these and positions left unoccupied are assigned to next candidate. Also the decisions taken in GA are strict and cannot be changed. There are also forums before GAs in order to decide on the strategies that will be taken in the GA. 2-) Board of Directors (BoD): (changed and arranged in 09.02.1992) · Composition: 7 primary members and 7 secondary members who are selected in the GA. Members who did not attend 3 consecutive meetings can be accepted as if they resign with the decision taken by 2/3rd of BoD. BoD selects 1 general manager, 1 vice-manager, 1 general secretary, 1 general accountant and other positions founded necessary. General manager or vice-manager represents the board. · Tasks: 1. Representing and directing association 2. Deciding on the initiation of new branches and their founders, conducting research in order to gather information about their activities. 3. Issuing periodical and no periodical (organizing) meetings, courses, conferences, seminars, and lotteries to realize the goals. 4. Presenting the annual computations, accounts, and budget to GA. 5. Keeping track of the accounts, which are in "Dernekler Kanunu". 6. Informing the governors about the foreign members' membership within 10 days. 7. Applying the HQ's decisions. 8. Establishing advisory committees from primary members and arranging the work style to realize the goals of the associations. In order to take a decision and apply it, at least 4 signatures are required. 3-) Board of Auditors (BoA): (changed and arranged in 09.02.1992) · Composition: It consists of 3 primary and 3 secondary members who are selected in GA. Their time of service is 2 years. · Tasks: 1. Auditing semiyearly reports and represent the results to BoD and GA when they meet. 2. Auditing the accounts of the branches if necessary. 4-) Honorary Board (HB): (changed and arranged in 09.02.1992) · Composition: It consists of "Mulkiye Mektebi, Siyasal Bilgiler Okulu and Ankara Üniversitesi Siyasal Bilgiler Fakültesi" graduates that graduated at least 5 years ago. 5 primary and 5 secondary members from who are selected in the GA. Their time of service is 2 years. · Tasks: 1. Verification of the proposals of members and BoD or BoA subject to appropriate to the goals and honor of Alumni Society of the Faculty of Political Sciences. 2. Members can attempt to GA as to rejection of HB decisions. 5-) Supreme Advisory Council (SAC): (changed and arranged in 15.12.1998) · Composition: It consists of: 1. Founders of Alumni Society of the Faculty of Political Sciences, 2. Members who had served at least 1 year as HQ president or general president, 3. Presidents of Foundations of Alumni Society of the Faculty of Political Sciences, Mülkiyeliler Foundation, Mülkiyespor, and Alumni Society of the Faculty of Political Sciences branches, 4. Dean of S. B. F., 5. Director of Alumni Society of the Faculty of Political Sciences General Publication, 6. 15 members selected by GA who had actively participated in the works and who are at least 10 years graduates. They meet at least once a year and require attendance ratio of 1/3rd. The president of SAC is the eldest. · Tasks: 1. Consulting to BoD. 2. Advising to Alumni Society of the Faculty of Political Sciences on improving the managerial functions. q Branches: · In order to establish a new branch in a specific location, request of at least 3 primary members and the approval of HQ BoD is required. The branch can start working with the approval of the governor of the location. · Branches are represented and directed by Branch General Assemblies and BoD's of 5 primary and 5 secondary members. Board of Auditory and auditors are also selected. The Honorary Board of the association carries disciplinary works of the branches. · Branch General Assemblies meet biyearly in November or December at the same time with HQ-GA's. · Primary members of the branches can attend to General Assembly of the society. · General Assemblies and BoD's of the branches are responsible from the main rules and regulations. · Financial and operational reports of the branches should be sent to HQ 15 days prior to GA. The results of GA of the branches should be sent to HQ in 10 days. · In order to achieve the objectives stated in the charter, the financial supports held between each branch and HQ is done by BoD. q Foundation of Alumni Society of the Faculty of Political Sciences: Alumni Society of the Faculty of Political Sciences is interrelated with Foundation of AS in terms of its activities and strategies. Foundation of AS is established in order to control the activities of Alumni Society of the Faculty of Political Sciences and act in a way that is maintaining balance between the environment and the society. The organizational structure of Foundation of AS is as follows: there are 7 members in Board of Directors of Foundation of AS. The president of Alumni Society of the Faculty of Political Sciences is also the president of Foundation. Also there is a one member from Alumni Society of the Faculty of Political Sciences Board of Director, 2 representatives from Siyasal Bilgiler Fakültesi, 1 member selected in General Assembly and 1 from Spor & Kültür Dairesi. |
