DP Division Manager Course Closing Ceremony Speech

Thank you Mr. Chairman -- Mr. Otsuka; Mr. Yamagata (MD of OIC, JICA); Dr. Vannucci (VP of International Society of Mangrove Ecosystem); Mr. Takahashi (DP Course Director); Mr. Oshiyama (Director of Training Affair Division); Other OIC personnel; Ladies and Gentlemen : ----

Good Afternoon and thank you for you and the Government of Japan for selecting us to come to Japan.

With the attendance of each and everyone of you, we have now reached to the end of our courses: DP Division Manager and Mangrove Ecosystem.

Ten weeks ago, we, participants from various countries of the world, arrived here in OIC. From that moment until now, we have achieved a lot. Apart from the technical courses offered to us, we also learned Japanese language, cultures, society, politics, economy, education, structure of Japan’s administration, and the Japan’s economic technical cooperation. We could still remember the warm welcome from Mr Matayoshi, the Director of Planning Division when we visited the Urasoe City Office. And our existence here have been further enhanced with the observation tours to several Okinawa’s areas and also to the mainland Japan.

Visiting Japan for some period of time have deepen our mutual understanding, and strengthen our friendship and trust with Japan. In this event, both of us have been able to move one step closer towards each other through this one of many JICA programs – Technical Cooperation Training in Japan.

We visited many places during our observation tours. We have been to NTT, Fujitsu, KIT, JAIST, and RTRI. We have been in temples, shrines, castles, gardens, and many other historical sites and cities to appreciate the hundreds of years of Japanese cultures and traditions.

Honestly, we are very happy to be selected to come here to Okinawa, a former separate kingdom whose people have passed their distinctive cultures and traditions from one generation to the other. And because of that, we always feel that Okinawa is like a separate country -- different from Japan.

Throughout our stay here, we have participated in many events; either in OIC or outside:

Those were: 3rd International Cooperation Festival Day; Moon Song Festival; Various games with guests and OIC personnel including soccer, volleyball & karaoke; Ikebana, Tea Ceremony, and Paper Doll Making classes; Home Stays and Home Visits; Gyukusendo Village Tours; Parties and many more.

We have also been to the Large Scale Tug of War during Naha Festival and recently to the Shuri Castle Festival. And since Okinawa consists of many tropical islands, some of us have been there also.

Apart from making friends among participants, we have also made many Japanese friends. This friendship have made our stay here more enjoyable and memorable.

As for the DP Division Manager Course, the objective is to train personnel who are or will be managers or project managers in Computer Division in charge of planning, operation and management of information processing system.

We are expected to be able to find out and solve problems in the current system, and create development plans for new information processing system. We should be able to organize and manage development projects of information processing system; and we must be able to evaluate and audit efficiency of system resources and security of information system. And with the technical expertise that OIC personnel have, all objectives have been met.

Special thanks to Tokumori-san of JICE, our course coordinator who is like our big brother – he is always there when you need him. He is the one who coordinates all training programs, interpretation of lectures or speeches, and accompanies participants during observation tours. Surely he has done a great job.

And to Hamai-san of NTT, our course leader who always smile, polite and never angry. He was also there during the observation tours.

Congratulations to both of them for being able to manage us – the managers.

Not to forget, our wonderful sub-course leader, Yamada-san of Fujitsu, who always cool and calm.

And the most respected Takahashi-san, our course director and Haga-san, one of our chief instructors.

I would also extend our thanks to the Director of Training Affair Division, Oshiyama San. Deputy Director of Training Affair Division, Masaki San.

Otsuka-san & Kaneshima-san, who organize the training program, make the necessary financial arrangements, evaluate the programme performance based on assessments by the participants upon completion of the courses.

For those whom I mentioned just now, your warm welcome and affectionate support to us have been the greatest contribution to the success of the 1997 DP Division Manager Course.

Finally, I would like to take this opportunity to thank my wonderful classmates: Perla, Daniel, Wang, Ivan, William, Dey, Mokhled, Kits, Bing, Musaed, Alwis and Dilshan. Being here in Okinawa, I believe we have learned a lot from each other. Even though our existence here is for only a couple of months, our memories would surely last longer than that.
