    The web is beginning to teem with mail and sites on the Spanish language and culture in the Philippines. The present level of production indicates at least a budding beginning of activism to revive the Spanish character in the Philippines in those elements that are more dormant, most notably the Spanish language.     Empiezan a proliferar en Internet correspondencia y sitios sobre la lengua y cultura españolas en Filipinas. La abundancia de esta producción indica al menos los comienzos de un activismo por revivir el caracter hispano de Filipinas en sus elementos más durmientes, notablemente la lengua española.
    I have noticed that in all this material about Hispanic Philippines there is a preponderance of the topic of American policies as the root cause of the fact that Spanish is “no more” spoken in the Philippines. I consider this type of argument quite sterile and time wasting. We should not press the point any more than we should bewail the romanizing “policies” of imperial Rome for the destruction of the Iberian languages and local cultures of Spain. Among other considerations we must think that many original Iberian cultural and linguistic elements are preserved in the Spanish culture today although molded through history by a multitude of factors both internal to the culture and external.     Noto que en todo este material sobre Filipinas hispana el tópico de la política americana como causa de que en Filipinas ya “no se hable más” Español tiene una preponderancia inusitada. Considero este tipo de discurso estéril e improductivo. No hay por qué insitir en el argumento más que insistir en deplorar las “políticas” romanizantes de la Roma imperial por destruir las lenguas y culturas ibéricas de España. Entre otras consideraciones hemos de tener en cuenta que muchos de los elementos originales de las culturas y lenguas ibéricas están vivos en la cultura española de hoy aunque hayan sido moldeados por factores internos y externos a la cultura a lo largo de la historia.
    Let me press the point a little further. It cannot be argued that Spanish culture is not Iberian because of Rome’s imposition of their language, administrative system and way of life on the peninsula. Neither can it be said that Spanish culture is not Roman because the Goths obliterated Roman rule while absorbing Roman culture and modifying deeply Roman law and institutions. Nor either that Spanish culture is not Gothic because the Goths’ descendants replaced Latin for what is today Spanish while fighting the Moors who in turn peppered Spanish with Arabic words and left behind all of their scientific and philosophic knowledge as well as much of their music, poetry, and agricultural savvy. All of the faits acomplis that resulted from the invasion and/or activities of the peoples named above form today integral part of the Spanish cultural wealth and it is sober to consider that all of it were fought against savagely in their times. Undoubtedly, this is also the case in the Philippines with Hispanic cultural elements, and perhaps much more so. Cultures are just this messy and it does not pay or make sense to be choosy on emotional or nationalistic grounds.     Permítaseme ampliar el argumento. No se puede decir que la cultura española no sea ibérica porque Roma impusiera su lengua, su sistema administrativo y su estilo de vida en la península. O que no sea romana porque los godos acabaran con la dominación romana a tiempo que eran absorbidos por la cultura del imperio mientras modificaban radicalmente las leyes e instituciones romanas. Ni que tampoco sea goda porque los españoles descendientes de los godos sustituyeran el latín por lo que es hoy español mientras luchaban contra los moros, que a su vez llenaron el español de vocablos árabes y legaron a España toda su producción científica y filosófica y mucho de su poesía, música y conocimientos agrarios.    Todo el resultado de las invasiones y actividades de los pueblos que menciono forman hoy parte integral de la cultura hispana, y es educativo considerar que se luchó salvajemente contra todo ello en su tiempo. Sin duda este es también el caso de Filipinas con los elementos culturales hispanos, y quizás en mayor medida.    Las culturas son así de complejas y no es productivo ni hace sentido ningunear nada por motivos emocionales o nacionalistas.
    Besides driven by their internal dynamics, cultures develop (=progress) also by the influence, not always peaceful, of others. And it is a fact of life and history that the economic and political/military weight of great powers through history has dictated in many ways cultural developments in their areas of influence.     Una cultura se desarrolla (=progresa) empujada por su dinámica interna y también por las influencias, no siempre pacíficas, de otros. Es un hecho en la vida y en la historia que el peso político-militar de las grandes potencias a través de la historia ha dictado de muchas maneras desarrollos culturales en sus areas de influencia.
    It is also true that cultural developments should not be left alone hoping that some kind of ‘natural selection’ would shift out what is worthless and keep what is worthwhile. If the insistence on discussing the “great Satans” that suppress cultures is a sterile discourse, this kind of socio-Darwinian argument is at best naïve. For it is also a fact that mankind has more than enough capacity to shape, and also misshape!, its affairs and that the natural thing for mankind is to influence and alter natural and cultural trends and phenomena.     También es cierto que los desarrollos culturales no se han de dejar a su derrota  esperando que cierta “selección natural” filtre lo que no es de provecho y preserve lo que merece la pena. Si la insistencia en discutir los “grandes satanases” que destruyen culturas es un discurso estéril, esta especie de argumento sociodarwinista es por lo menos ingenuo. Porque también es cierto que el hombre tiene más que capacidad suficiente para dirigir, y también para embarullar!, sus asuntos y que lo natural en el hombre es intervenir y modificar procesos y fenómenos naturales y culturales.
    There seems to be a consensus that something must be done to revive the Spanish language in the Philippines as an integral part of its Spanish cultural heritage, able to share its own unique contribution to the cultural wealth of the Hispanic world as well as to reap the benefits deriving from that wealth. This consensus should be the ground for an enlightened cultural activism with the aim to manage (=redirect?) selectively specific cultural processes. Anthropology and history suggest that when we look to the past for clues on the future we should take a long and wide view and when we plan our moves we must aim for what is achievable in the short term in consonance with the long and wide view on the past. I would be contented with achieving modest objectives if they are well rationalized for I am sure that other generations will build on the basis we laid towards a more ambitious dream.     Parece haber un consenso para hacer algo por revivir el español en Filipinas como parte integral de su herencia cultural hispana con capacidad para aportar su contribución peculiar al acervo cultural del mundo hispano y para disfrutar también de sus beneficios. Este consensus debería formar la base de un activismo cultural iluminado dirigido a gestionar (=reorientar?) selectivamente procesos culturales específicos. La antropología y la historia sugieren que nuestra mirada al pasado para establecer las claves del futuro ha de penetrar lejos en el tiempo y ha de ser amplia, y que al planear estrategias hemos de apuntar a objetivos alcanzables a plazo corto en consonancia precisa con esa vista amplia del pasado. Yo me contentaría con alcanzar objetivos modestos si están razonablemente fundados porque estoy seguro que los que vengan detrás de mí edificarán sobre las bases que hayamos extendido con miras a un sueño más ambicioso.
    If I had to set the policy to achieve this cultural redirection, my approach would be:     Si tuviera que formular la política para efectuar esta reorientación cultural, mi enfoque sería:
(1) To base it in a statement of non-debatable facts. (1) Empezar desde hechos que no admiten debate.
    I would leave to philologists and linguists the discussion of whether Spanish ever became the language of the Philippines. I would leave to political scientists and historians the discussion of whether there was ever a grand design to “destroy” the Spanish language in these islands. I would leave to sociologists and political scientists the discussion of whether the “loss” of the Spanish language here has lead to the chronic socio-economic prostration of the country. And I admit that those topics ARE fascinating, but I would set them aside and start from the realization of two facts:     Dejaría a los filólogos y linguistas la discusión de si en Filipinas se habló alguna vez español. Dejaría a expertos en historia y ciencias políticas la discusión de si hubo una gran conspiración para “acabar” con el español en estas islas. Y dejaría a los sociólogos y expertos en ciencias políticas la discusión de si la “pérdida” del español aquí ha podido resultar en la postraciación socioeconómica crónica que sufre el país. Admito que estos tópicos SON fascinantes, pero los dejaría de lado y empezaría por la constatación de dos hechos:
  • The Philippines is a Hispanic culture. I use the term ‘culture’ here in its anthropological sense as a set of values and patterns of behavior shared by a society in its daily affairs. As this is not the occasion and I am not in the position to review them, let me just state here that there are many publications of all kinds attesting to this fact.
  • Spanish is not a major or quantitatively important language in the Philippines today. The socio-politico-historical analyses of what led to this state of affairs are hotly debated. The debates are worth noting but should not distract from the main purpose of the exercise: what to do specifically about the Spanish in the Philippines. Which brings me to the next consideration:
  • Filipinas es una cultura hispana. Uso el término cultura aquí en su sentido antropológico como un acervo de valores y pautas de comportamiento compartidos por una sociedad en su vida diaria. Hay muchas publicaciones de toda clase que testifican este hecho, que ni puedo ahora recensionar ni tampoco sería esta la ocasión.
  • El español no es hoy en Filipinas ni lengua principal ni cuantitativamente importante. Los análisis socio-político-históricos de las causas de esta situación se debaten con pasión y merecen tenerse en cuenta, pero no deben distraer del objetivo principal de este ejercicio: qué hacer específicamente con el español en Filipinas. Lo que me dirije a la siguiente consideracón:
    (2) To set reasonable and achievable objectives with utmost clarity.     (2) Formular con claridad absoluta objetivos razonables y realizables
    It would not be serious to set as goals the recognition of Spanish as the official language of the state or the political banishment of those perceived to be responsible for the situation of the Spanish language in the Philippines. This would be, to use the neobarbarous Tagalog statement, ‘suntok sa buwan’ (roughly, boxing the moon).     No sería serio proponer como objetivos el reconocimiento del español como lengua oficial del estado ni el castigo político del los “resposables” de la situación del español en Filipinas. Esto no sería más que, por usar el neobarbarismo tagalog, ‘suntok sa buwan’ o apuñetear la luna.
    It would be much more in consonance with the two basic facts enumerated above to list as objectives:
 
  • The promotion Spanish in schools (1) as a cultural tool to deepen the understanding and appreciation of the national identity through the discovery of a very rich heritage and (2) as an economic tool to participate in the “global economy” in a very congenial niche: out there is a market of 500 million of Spanish speaking folks, Spain is the eleventh major world economy and the eighth leading investor abroad.
    Estaría mucho más en consonancia con los dos hechos básicos ennumerados antes el proponer como objetivos:
 
  • La promoción del español en centros de enseñanza (1) como herramienta cultural para profundizar en el entendimiento y apreciación de la identidad nacional mediante el descubrimiento de una riquísima herencia cultural y (2) como herramienta económica para encontrar un mejor puesto en la “economía global” en un nicho favorable: el mundo hispano con 500 millones de hispanoparlantes y con una España que es la economía mundial número 11 y el octavo mayor inversor internacional
  • The promotion of the active participation of the Philippine state in the various international fora of Iberian peoples (including Portugal and Brazil). These fora can be used as amplifiers of the Philippine voice in the world and participation in them can lead not only to a strengthening of the international position of the Philippines in the world but also to the consolidation of the Philippine identity as a Hispanic country.
  • The defense, preservation and promotion of Chabacano as a unique asian-hispanic dialect.
  • La promoción de la participación activa del estado filipino en los varios foros internacionales de paises ibéricos (que incluyen Brasil y Portugal). Estos foros servirían de amplificadores de la voz de Filipinas en el mundo y participar en ellos llevaría no sólo a reforzar la posición internacion al de Filipinas en el mundo sino también a consolidar la identidad de Filipinas como país hispano.

  • La defensa, conservación y promoción del Chabacano como dialecto único hispanoasiático 
    A broad debate on the objectives could be the most productive way to reach a consensus. The list above does not pretend to be exhaustive, it is but a sample of achievable objectives. Similar objectives, when achieved, would doubtless contribute to create the environment in which a Hispanic conscience could set roots again in the Philippine people and institutions.     Un debate de amplitud sobre los objectivos a conseguir sería el modo más productivo de llegar a un consenso, La lista propuesta arriba no pretende ser exhaustiva sino una muestra de objetivos alcanzables cuya realización contribuiría sin duda a crear el ambiente en el que la conciencia hispana se fuera enraizando de nueveo en el pueblo y las instituciones filipinas.
(3) To design definite and measurable action plans to achieve the objectives reached by consensus. (3) Formulación de planes de acción específicos y mensurables para realizar los objetivos alcanzados por consenso.
    These plans must be set for different areas (political, financial,economic, cultural and public relations, etc.) and they have to be well coordinated and sharply focussed on the objectives. This is tantamount to preparing a serious project study of a much wider scope than this correspondence by a team of good people with different exposures. I’ll have to leave it at that.     Los planes de acción han de diseñarse para su ejecución en varios terrenos (político, financiero, económico, cultural, de relaciones públicas, etc.) y necesitan estar bien coordiandos, y enfocados firmemente a los objetivos. Esto requiere la preparación de un serio estudio de proyecto de una amplitud mucho mayor que este escrito por un buen equipo técnico de competencias diversas. Y ahí lo tendré que dejar.
