This is the infamous roto-jet. It is what is used to clean the fermenters. It goes into the hole and sprays cleaning water around the sides of the fermenter to wash the remaining alcohol out of the fermenter. It is hard to tell from the picture, but a roto-jet is 6 feet long and weighs 150 pounds.
