It is indeed a new life when a soul embraces the spiritual life as being the priority, as putting the spiritual life first; not that this means the physical life is no longer cherished, indeed, if you do this correctly, the physical life will be cherished more dearly than ever before. However it is a case of getting your priorities straight. Once this is done, no matter who the individual is, or how well developed they are in terms of soul-age or growth, there is a beneficial change. It can happen to very new souls, who are in their first earth life or it can happen to a soul who has a history of earth lives, but at that point there is a significant alteration of the entire balance of the soul and each one says at that point and beyond it, "I cannot go back the way I used to be", and so that change is permanent, no matter how many difficulties or backsliding moments there seem to be. It is a most excellent and happy occasion, it is like a birth, and is celebrated as such.
