The recommendations of the provincially-appointed Nuisance Bear Committee have not even been officially released, but already the opposition is lining up. A group of six animal-rights advocacy organizations has roundly condemned the comments of committee member and Fort Frances Mayor Glenn Witherspoon regarding the re-introduction of the spring bear hunt in Ontario and is urging Premier Dalton McGuinty to ignore the findings. “We have every confidence that Premier McGuinty will be true to his word and maintain the ban on the spring bear hunt,” Stephen Best, director of Environment Voters (a member of the alliance), said in a recent press release. McGuinty has gone on the record as stating he will not bring back the spring bear hunt, which was axed by the former Mike Harris government in 1999. Since then, there have been increasing reports of problems with bears in rural and small-town areas—particularly in Northern Ontario.(Bear huggers are fully familiar with Ontario Black Bears. Nichols also alleges in the lawsuit, filed in Detroit, that Moore libelled him by linking him to the terrorist act. Nichols accuses Moore of libel, defamation of character, invasion of privacy and intentional infliction of emotional distress. Senate calls for beefed up coastal security OTTAWA - A beefed up coast guard and a permanent security role for the deputy prime minister would help make Canada's coasts more secure, says a report released on Wednesday. The Senate defence committee tabled a report called "Canada's Coastlines: The Longest Under-Defended Borders in the World." It points out a range of security problems and makes more than 30 recommendations for correcting them. Colin Kenny "On the coasts, one of the first things we think we need to have is a clear maritime picture," Senator Colin Kenny told a news conference in Ottawa. "You have to know what's going on on the coasts. You have to be able to separate the good guys from the bad guys and then go out and take a look at the bad guys." A Light Goes on at the CDC In a marvelous moment of candor, a federal Centers for Disease Control (CDC) committee has reportedthat it cannot find any evidence that gun-control laws reduce violent crime. American gun owners spent most of the 1990s telling the CDC that gun control is ineffective at best and harmful at worst. So it's gratifying that the lesson is finally sinking in. A task force convened by the CDC issued its report after two years of poring over 51 scientific studies of gun laws. The group considered only research papers that met strict criteria for scientific soundness. The CDC distances itself with a disclaimer, but it's pretty clear that it supports the task force's conclusions. The report contains no dissenting position or minority view from CDC managers. Covered in the review were gun-ban laws, restrictions on acquiring a gun, waiting periods for buying a gun, firearm-registration laws, firearm-owner licensing laws, concealed-carry permit laws, zero-tolerance laws, and various combinations of firearm laws. Most Americans who haven't tried to buy a gun lately are blissfully unaware of just how many laws there are. In Washington, D.C., for example, it's impossible for a regular citizen to legally own a firearm (although criminals seem to have no problem getting one). In other cities the legal hoops a gun buyer must jump through are almost as much a barrier to ownership as an outright ban.(Of course, all this is lost on the gun control zealots that feel the 'real' serial number for ALL guns is '666'. Feel Safer? I didn't think so! ) Let's keep lawyers out of government Some of my best friends are lawyers, but they should be banned from running for political office. That's because they have a conflict of interest. They have always had conflicts, but nowhere has this recently become more apparent than in the uneven manner in which new governance rules are being imposed on corporations but not on governments. This lapse is due to the fact most politicians in both Canada and the U.S. are lawyers. They think nothing of stripping accountants of their self-regulation privileges, but not lawyers. The failure to protect taxpayers to the same extent as shareholders has turned Ottawa into the Enron of governments. Clearly, laws must require governments to behave like corporations now must. Here's a few suggestions: 1. The public should be able to sue politicians and civil servants. A few obvious cases could involve suing the ministers and deputies behind the gun registry madness.(And seven more worthwhile suggestions, enough to piss off just about 'any' lawyer. While, like it or not, the truth is: NO ONE APPRECIATES LAWYER JOKES! Why? Lawyers don't think there funny.....and no one 'else' thinks there jokes! Quite frankly, if someone dropped a 'smart' bomb on Ottawa, it would have a hard time finding a target. And, if only the Kyoto Accord would eliminate the stifling Ottawa 'bozone layer', even the 'West' might approve!) Martin must put an end to Ottawa's mindless spending The last few years have been marked by appalling extravagances and reckless spending by Prime Minister Jean Chretien's Liberal government. For starters, the missing millions from Human Resources Development Canada, the billion dollars of public funds wasted on a useless federal gun registry, the abuse of $40 million from the sponsorship program, including $1.6 million to a marketing firm for reports that were either non existent or incomplete, and the millions of dollars in contracts, fake and inflated invoices currently under RCMP investigation. Moving along, there is the profligacy of officials and dignitaries appointed by Chretien; former privacy commissioner George Radwanski, Governor-General Adrienne Clarkson and Charles Boyer, former aide to Canadian Heritage Minister Sheila Copps.(And it goes on and on and on... This government has been the most wasteful government since the LAST Liberal government and the excesses of the Trudeau Liberals. 'They' plunged the country into a HUGE debt, as so will this bunch if the unimaginable happens, and they get re-elected again! NOTE: Justice Committee review will start Thursday, October 23, 2003(This is good news, but I would also have like to see his third motion pass as well, and that was to : REDUCE SUPPLEMENTARY “A ESTIMATES FOR THE CANADIAN FIREARMS CENTRE BY $10 MILLION LIBRARY REPORT EXPOSES MORE MISSING MILLIONS IN GUN REGISTRY COSTS Ottawa – Today, Garry Breitkreuz, Official Opposition Critic for Firearms and Property Rights, released yet another Library of Parliament report documenting more millions is gun registry costs that the government has refused to provide to the Auditor General and to Parliament. “Last December, the Auditor General’s scathing report on the billion-dollar gun registry exposed the fact that the Liberal government had failed to calculate enforcement costs and compliance costs for their much-maligned firearms program,” stated Breitkreuz. This is the third report on these ‘major additional costs’ completed by the Economics Division of the Parliamentary Research Branch. In March, a Library of Parliament report revealed that prosecution of just 10% of the non-compliant gun owners could cost as much as a billion dollars (See Note #1 below). In June, Library researchers revealed that compliance costs for licensing gun owners was between a quarter of a billion dollars and $420 million (See Note #2 below). The 25-page report released by Breitkreuz today (See Note #3) estimates the compliance costs for registering and transferring firearms over and above the fees charged by the government. The Library report reveals that the compliance costs for a gun owner to register one gun can cost as little as $17 or as much as $42. Nor should it surprise anyone that in England, day burglary is commonplace and dangerous because burglars know that even if the homeowner is present, they are defenseless and at the "mercy" of the thief. (The U.K. is a 'liberal' utopia where only the criminal is 'misunderstood' and worthy of protection under the law.. This is what the Liberals have planned for Canada, and C-68 is well within that plan). Billion Dollar Al's luck running out The truly astonishing thing about Industry Minister Allan Rock's political career so far is that no matter how many things have blown up in his face over the years - and they have been legion - he has always managed to skip away gently without so much as a powder burn to mar his matinée-idol good looks. The long-suffering taxpayers would be delighted (and the nation's hunters ecstatic). The trick for Martin, of course, will be to find some job sufficiently empty and pointless Rock could handle. "They're throwing a ton of resources into administration, but they're asking 10 people to do the same work as 20 did before. How is this supposed to speed things up?" There's vast room for improvement: internal RCMP statistics obtained by the press show that in the first eight months of 2003, only about a quarter of "urgent" forensic DNA inquiries were completed within the Mounties' own benchmark deadline of 15 days. Urgent cases cover the worst of the worst: serial murders, violent sexual assaults and terrorism. The average current completion time for an urgent DNA test is 55 days - plenty of time for a serial killer or rapist to carve a few more notches. DNA testing is the most powerful forensic tool to come along since the invention of fingerprinting. The Mounties' massive backlog shows how the technology has been made a victim of its own success. How many more rapes and murders might take place because of delays in testing? We may never know. One thing we do know: money can fix this. Hepworth estimates another $5 million a year could beat the backlog down - chicken feed compared to the $1 billion our federal government has squandered on a gun registry which has yet to save a single life. RCMP ignore summons from gun registry foe No matter how hard Al Muir tries, he just can't get arrested. The staunch opponent of Canada's gun registry wanted the RCMP to make an appearance at a publicized one-hour, bird-hunting trip he staged Thursday near a Pictou County gravel pit. The police were a no-show. "I should be arrested. I'm breaking the law," said Mr. Muir, who isn't licensed to possess firearms and was toting an unregistered 12-gauge shotgun and shell. He was somewhat surprised police didn't show up to at least seize his gun. "Now, I guess it goes back to the public to ask themselves if we have this law and spend a billion dollars on it, what's it all for." Wayne Noonan, spokesman for the RCMP in Nova Scotia, said Mr. Muir shouldn't have been surprised by the police absence. "Mr. Muir has been told by the RCMP on many occasions that he's not going to use us as a soapbox." Sgt. Noonan said the gun owner's activities are more a political statement than criminal. A crowd of 1,000 fans had gathered to see The Exploited and Total Chaos - but the bands were stuck at the US bordder. A total of 42 cars and 11 shops were damaged, with five people injured. Police said they were surprised by the "magnitude and the speed" of events. Most fans left quietly after hearing of the cancellation, but a few hundred caused havoc, police said. Riot police had to cordon off several blocks in the city centre before the rioters dispersed. Philippe Yeung, who lives next to the concert venue, said he called the police several times before they arrived more than half an hour later. "When the police came, the cars were already on fire, they were already overturned and [the rioters] were moving up the street," he said. Alliance, Tories close to unite-right deal OTTAWA - A deal to unite the country's two federal right-wing parties could be announced on Wednesday afternoon. CBC News has learned that the Progressive Conservative caucus held a conference call on Wednesday morning and were told a deal was in the works. Tory Leader Peter MacKay and Stephen Harper, leader of the Canadian Alliance, discussed the deal on Tuesday and reportedly made great strides toward reaching a deal. On Wednesday, Harper cancelled a fundraiser scheduled in Calgary to fly back to Ottawa. The Alliance has also called a caucus meeting for Sunday. All the parties normally hold caucus meetings on Wednesdays while the House is sitting. Both sides wanted to get a deal done by Thanksgiving to allow time to get ready for the next federal election, expected next year. If a deal is announced, it's expected both parties will have until some time in December to ratify it. (Alll RIIIIGHT!!!!! About time too. Laxer sounds the alarm over rise of the surveillance state EDMONTON - Jim Laxer was skipping back and forth across the Canada-U.S. border, working on what -- at the time -- was a light-hearted assignment. His publisher, Doubleday, had asked him to write a book about the relationship between Canada and the United States. Laxer was to visit communities and interview people on both sides of our 8,000-kilometre border and interweave history and analysis into a sort of political travelogue. Laxer is a political science professor at Toronto's York University and a leading left-wing political and social commentator. CEOs call for wide tax cuts The majority of Canadian business leaders want to see cuts to provincial and federal taxes to help companies and the flagging economy, a new poll reveals. The Web-based survey, conducted by COMPAS Inc. for the Financial Post, also found executives disagree with the way governments spend the taxes, particularly on social programs and arts and culture. In giving their answers, some of the respondents were critical of what they saw as government overspending, while some offered specific suggestions for cuts. "The federal government should seriously review the civil service and reduce the number of civil servants," one business leader wrote. "All departments should be made more efficient." Another wrote that the controversy-addled federal gun registry should be eliminated to save costs and that Ottawa should stop granting 'bail out' packages to Canadian corporations. Gun control's shaky empirical foundation Shots in the Dark In November 1988 The New England Journal of Medicine published a study that noted Seattle's homicide rate was higher than Vancouver's and attributed the difference to stricter gun control in Vancouver. Although the study had serious flaws, including the failure to take into account important demographic differences between the two cities, it received generous coverage in two major newspapers known for their sympathy to gun control. Even if gun availability could be dramatically reduced, any restrictions would disproportionately affect law-abiding people. Criminals have no compunction about breaking the law, and they're highly motivated to obtain the tools of their trade, so anything short of a magical spell that makes all guns disappear is not likely to have a noticeable impact on violence.(But 'that' will never be enough to prevent Liberal governments from usurping the rights of the individual. There is a commercial(?) running periodically on television right now, that makes the comment: It's taken 1200 years for the individual to gain many rights, and it's taken only 50 years to give them all up to the government. This is not a sign of "Good Government" or "Security of the Person". This is a sign of freedoms lost. A few more 'elected dictators' like Chrétien, and Canada might as well be flying the Hammer and Sickle instead of the Maple Leaf) Gun registry cuts millions in spending(for now) The Canada Firearms Centre sharply cut travel, contract services, advertising and other costs to hold its spending at $78 million for the last fiscal year compared to $136 million the previous year. The belt-tightening followed a huge public outcry after Auditor General Sheila Fraser issued a scathing report last December, revealing that the gun registry and licensing system was expected to cost a total of $1 billion by 2005. Despite the fiscal prudence, however, Canadian Alliance MP Garry Breitkreuz predicts the firearms centre is poised to go on another spending spree following its decision to carry forward $10 million worth of the savings for new spending in the current fiscal year.(And, the liberals just shot down a motion to investigate why this farce costs so much. Obviously nothing is going to happen soon and the waste just goes on and on. Why? because they have a majority government, and they can do bloody well what ever they want!) Sword issue cuts both ways Hobbyists call them collector's items, but in the hands of criminals they're a growing menace (Canoe link, may vanish in 24 hrs or less) Ottawa police reported 4,500 assaults -- not including homicides or attempted homicides -- committed between Sept. 29, 2002, and Sept. 29, 2003. Of these, 189 involved knives, 52 involved other types of piercing or cutting weapons, which includes swords and machetes, and 15 involved handguns, rifles and shotguns. The vast majority of assaults were committed using physical force. A report released by Statistics Canada earlier this month reveals that more people were killed with knives than guns in 2002. Despite the increasing use of swords, machetes and knives, the Canadian Professional Police Association doesn't have a clear position on whether the Criminal Code should include restrictions on the availability of swords, daggers, machetes and other types of knives. "We have always stayed short of getting involved in that because a lot of things can turn into a weapon," Roux says. "Where you draw the line is a wild guess in many instances." Ottawa Police Association president Byron Smith says although swords, machetes and large blades are not used as often as smaller knives, they still pose a significant threat to police officers. "A machete can cause a serious amount of damage."(Yes, and so can a sharp pencil! 'Everything' can be a weapon for offensive as well as defensive use. Fewer guns, more death Gun-control enthusiasts in the United States and western Europe have a lot to answer for on the heels of two reports last week that prove, beyond a doubt, the barbaric lunacy of ensuring citizens are defenseless against armed criminal threats. In the first, a British paper reported authorities have seen a 35 percent increase in gun violence in 2002 – not so ironically, in the sixth year since Parliament passed a law banning personal ownership of most firearms. So bad is the violence now that police say it has "spread like a cancer" across the whole of the country, the Observer reported. To put the level of violence in perspective, more British subjects are dying from gun violence now than before idiots in Parliament banned virtually all firearms. Federal government acknowledges U.S.-based defence firm doing Canada's census OTTAWA (CP) - They make land-attack missiles, ballistic-missile defence systems, and now this U.S.-based military manufacturer will help produce Canada's next census. Lockheed Martin has been hired to help the federal government gather information about Canadians for the 2006 census, Industry Minister Allan Rock acknowledged Thursday. He said there was nothing to worry about. "I assume they have expertise that will enable them to perform the contract," Rock said outside the House of Commons. "Canadians will be involved in the performance of the work because it's a Canadian subsidiary that will be doing it." Best known as a munitions and aeronautics manufacturer, the Colorado company has a Canadian subsidiary based in Kanata, Ont. The company produces computer information systems and is actively involved in data management. Rock didn't specify how Lockheed Martin would contribute to the census, which every five years compiles and publishes data on Canadian residents. However, one opposition critic said he had a few details - and said he finds the idea chilling. "This goes even deeper than anything I would have imagined in my worst nightmare," said New Democrat MP Bill Blaikie, who raised the issue in the Commons. But the claim must still be reviewed by the state, he said. The company quickly approved the claims filed by the families of Russell's victims, but Modine has no intention of compensating the gunman's family, Lucareli said. "This is probably an odd situation. The Swiss Militia also inspired American revolutionaries from John Adams to Patrick Henry and served as the model for the Second Amendment of the U.S. Constitution, which reads: "A well regulated militia, being necessary to the security of a free state, the right of the people to keep and bear arms, shall not be infringed." The tradition still lives in Switzerland today. All able-bodied males from 20 to 42 years of age are required to keep rifles or handguns at home. Gun shops are everywhere. A Zurich tourist brochure recommends people visit September's Knabenschiessen (a young person's shooting contest): "The oldest Zurich tradition . . . consists of a shooting contest at the Albisguetli (range) for 12 to 16 year-old boys and girls and a colorful three-day fair." Yet, Swiss gun laws have already started to give up some of this freedom that they are so well know for. In January 1999, nationwide regulations greatly restricted people's ability to carry concealed handguns. But the new proposals — including registration — represent the greatest challenge to Swiss traditions. As some Swiss point out, registration in other countries has often preceded confiscation.Registration could supposedly help identify criminals and prevent them from getting guns. For example, if a gun is left at the scene of the crime, registration could allow it to be traced back to the criminal who used it. Nice theory, but it just doesn't work. Despite spending tens or even hundreds of thousands of man-hours by police administering these laws in different areas of the United States (such as Hawaii, Chicago, and Washington, D.C.), there is not even a single case where the laws have been key in identifying someone who has committed a crime. Other countries have experienced similar problems. In Canada from 1997 to 2001, only in 3 percent of handgun murders there was it even possible that the weapon might have been registered to the perpetrator and no evidence is available on how helpful registration was in any of those cases. The difficulties are very simple to understand. Criminals very rarely leave their guns at the scene of the crime. In the few cases where guns have been left at the crime scene, they are not registered. It should come as no surprise that would-be criminals virtually never register their weapons. They are simply not that stupid, and try their best to keep away from authorities. (But, the Myth of control preventing crime, still lives on amongst the ignorant hopefuls of the world. Coincidently, just hours after delivering his speech, the Liberal government used closure on Bill C-17, the controversial anti-terrorism bill. Mr. Turner said he agrees with NDP MP Bill Blaikie's description of Parliament as an "elected dictatorship." .(This is amazing. In 67 years, closure was only invoked 31 times, and in the last 24 years it's been invoked 166 times? And they have the nerve to call this a 'democracy'? This is a prime example of the government saying "We don't give a rats ass what the people want, WE'RE THE GOVERNMENT AND WE'LL DO WHAT EVER THE HELL WE WANT, AND THERE'S NOTHING YOU CAN DO ABOUT IT. Naylor doesn't have a problem with that. Nor do I. He sent in his forms, paid a $50 fee, but when he went to pick up his card, a sharp-eyed federal employee gave Naylor the once over, asked to measure him and noticed a four-centimetre discrepancy in his height. "The last time I was measured for height was when I was in school," Naylor says with a chuckle. "So, while I've gained a few inches around my middle, it would appear I have shrunk more than an inch in height." On his form, Naylor wrote that he was 5-ft.-10. Naylor says he understands the requirement to have correct information on the cards. "I don't have any great axe to grind," insists Naylor. "I started this process in March, it's now October and come the first of the year, I'm not going to be able to get back in the country should I have to leave." While the $50 processing fee, which he will have to repay, is not a hardship for him, he says he doesn't understand why the correction need be so time consuming for both himself and the bureaucracy. ID card plan to top $7 billion If you thought Canada's billion-dollar gun registry was a great deal, then you'll love Immigration Minister Denis Coderre's plan to provide every Canadian with his or her very own "biometric" identity card. Simon Davies, a British academic who has studied 14 years' worth of research on countries that have tried to implement similar systems, predicts the scheme would cost $7 billion. Davies also warns that there's no evidence in any of his research to indicate that such cards will do anything to make Canada a safer or more secure place to live. But that's no problem. Canadians are used to that sort of thing. Our billion-dollar gun registry is a dud, too: It neither prevents crimes nor tracks guns. Gun crime spreads 'like a cancer' across Britain Few people paid much attention when, late last month, Shabir Hussain and his friend Mohammed Shabir were jailed for 11 years at Birmingham Crown Court. Working with rudimentary tools in the basements of their homes, the pair had set themselves up as armourers to the local underworld, converting blank firing pistols into lethal weapons. They produced more than 170 guns and sold them to gangs from Bristol to Manchester. According to the Association of Chief Police Officers, gun crime is 'growing like a cancer' and spreading to smaller communities. Police intelligence suggests Shabir and Hussain were the tip of the iceberg. Hundreds of similar gun factories have been set up in homes across the country and detectives admit guns are being put on the streets more quickly than they can take them off. For the past 12 months police in Nottingham have been running Operation Stealth, an anti-firearms initiative. The team has made more than 580 arrests and recovered 160 weapons, 10 fewer than the Birmingham duo produced in a quarter of the time. The murder rate in Nottinghamshire has almost doubled. 'We're getting the right information,' says Assistant Chief Constable Peter Ditchett, 'but we're just not getting enough of it.' Handgun crime has soared past levels last seen before the Dunblane massacre of 1996 and the ban on ownership of handguns introduced the year after Thomas Hamilton, an amateur shooting enthusiast, shot dead 16 schoolchildren, their teacher and himself in the Perthshire town. It was hoped the measure would reduce the number of handguns available to criminals. Now handgun crime is at its highest since 1993. Once the ban was in effect, the underground price for handguns went through the roof, creating an even larger market. You wouldn't have people converting air and blank guns to 'real' guns if there were not a HUGE profit in doing so. The government ban has created that market, and fuelled those profits. As a result, guns are everywhere. Except in the hands of the law abiding. I just can't understand why their so surprised! This effect, has happened 'everywhere' that guns have been banned. Why would Britain think 'it' should be any different? ) Registry hasn't affected our firearms-murder rate Anyone tempted by the headlines that followed StatsCan's Tuesday release -- such as the National Post's "Gun-death rate hits all-time low" -- to point to the registry as the cause of these "historic" low numbers, should pause first and consider the above statistics: 151 firearms murders before the registry, 149 now. Net effect of intrusive, error-plagued, billion-dollar registry? Zero. Moreover, handguns now are used to commit two-thirds of Canada's firearms homicides, up from one-third in the past decade or so. But handguns have had to be registered since 1934, proving conclusively that registering guns cannot and will not prevent murders or violence. If it could, handgun murders should be the rarest form, not the most common. We also know, though, that two-thirds of those arrested for murder in Canada have previous criminal records. That fact, coupled with the rapid rise in handguns as the firearm of choice in gun murders, indicates that murderers are not law-abiding people in the first place. They will not register their guns, no matter what the law. And, they are going to murder one way or another: If they can't go to the local sporting goods shop and buy a shotgun to kill someone, they'll buy a black market pistol smuggled in from the U.S. Harassing upstanding sport shooters with a colossally wasteful gun registry will never make Canada safer. Hunters, gun collectors and target shooters are not the problem, and never were.(The registry exists because the Liberals pander to the urban vote, and they tried to garner those votes by duping the 'firearms ignorant' city dwellers by promising a registry of all guns would prevent crime! The city dwellers heard the words 'all guns' and figured that the liberals had some magical way of finding out what criminals had guns, and where they were. By the way, and 8 cartridges in a shotgun is perfectly legal, 3 is 'only' for hunting purposes) Youth facing charges after FSJ rifle incident A 15-year-old male youth is facing a number of charges after Fort St. John RCMP received a gun complaint from a resident near a local high school Thursday. Fort St. John RCMP Cpl. Stephen Wile said the incident happened at about 10:45 a.m. and, as a precaution, the North Peace Secondary school and others in the immediate area were locked down. Wile said it's hard to say how close the suspect, who was carrying a Winchester rifle, came to the school but it's likely it was in the fringes of the high school's sports fields or some nearby woods. After a brief chase on foot, officers arrested the suspect, who was found hiding in the backyard of a nearby residence. He added RCMP would like to hear from anyone who may have lost a Winchester Model 94 lever-action 30-30 calibre rifle in a camouflaged soft case over the past month or two. "We're hoping they will approach us so we can return it to them and also it will help support our charge," he said. (Hmmm!! I wonder? The mind boggles!!) Policing, not registry, needed to curb gun crimes It seems that we have more laws, more courses and more tests now then we ever had and yet the gun crime rates continue to climb. The government has spent close to $1 billion on the gun registry so that law-abiding citizens will register their long guns. The law has required handguns to be registered since 1934, but most gun-related crimes are committed with unregistered handguns. I believe that money would have been better spent on increased policing instead of wasting a lot of our police time controlling a useless registry.(Gun laws are almost always written as a knee-jerk reaction, by urban dwellers who's only contact with firearms is on the news as yet another criminal shoots or robs someone. The fact that knives are used in the commission of crime far more than firearms is acceptable, because 'everyone' is familiar with knives. It's only inanimate objects of ignorance that get 'controlled' by dubious legislation. This legislation is not now, nor has it ever been passed to actually deal with the problem at hand. It exists only to generate a placebo effect for dealing with fears and paranoia. Unfortunately, because this type of legislation 'never' actually deals with the targeted crime it-self. The targeted crime therefore increases, and more placebo legislation is needed. For the second time in three days in the southern suburbs, after Friday's Blue Route mayhem, police shot dead armed robbers. Two were killed and two arrested after trying to hold up Ferness Service Station in Ottery Road, Ottery. A security guard was seriously hurt in the gunfight. Provincial police spokesman Captain Rod Beer said a garage employee had raised the alarm shortly after 7am. ADT security officer Wayne Lincoln arrived on the scene and the robbers fired at him. "He was hit in the head and in his side. They then took his firearm and ran away," Beer said. An applicant wanting a licence for a handgun should go for at least 100 hours of learning made up of classroom tuition (30 hours), on the job learning (10 hours), self-directed learning (10 hours) and coaching (50 hours). However, should an applicant wish to apply for a licence for shotgun or machine-gun, then the person would undergo learning equal to 190 hours.(Of course, the criminal need not bother with any of this, he or she has only to zip out and buy one on the black market! The South African gun control scheme, is much like gun control all over the world. It only controls the guns that are of no problem to anyone, and are virtually never used in criminal activities. "Those memories never fade," said Poirier, now an assistant manager at the Baron Sport hunting gear store on Notre Dame St. W. "I'm very lucky to have been given the opportunity to hunt with him." Poirier, 28, who says hunting created a special bond with his dad, worries that fewer Quebec children are taking up the sport. Benoit L'Allier, a spokesperson for the Société de la faune et des parcs du Québec, a provincial conservation agency, said the proportion of young hunters dropped to 13 per cent in the late 1990s from 30 per cent in the early '80s. In 1981, there were about 138,800 hunters age 15 to 24 in Quebec. By 1996, that number had fallen to 54,000, he said. According to statistics provided by the Fédération québécoise de la faune, an advocacy group for hunters and fishermen, more than 7,000 people took the course to qualify for a hunting certificate in 1992. By 2001, that number had declined to slightly more than 3,000.(In many parts of the country, 'man' is the major predator. When you eliminate the major predator from the ecosystem, you can cause a great deal of suffering within the wildlife population. The far north of Ontario went NDP, and North, and 'Near' North are still P.C. With very few exceptions, this was clearly a 'urban' win. Now, we have to see if McGuinty will follow through with his fiscal incompetence of supporting the Federal Liberal Gun Registration farce, while wasting millions to prosecute grandma for keeping grandpa's old shotgun locked away in a trunk. Grandma will now be caught between a 'Rock' and a hard head, and because it was 'his', and she can't bear to part with it, she may now be locked up and the heirloom confiscated by a party of urban paranoids bent on eradicating the 'evil gun'. Even though many more people are now killed by knives. What will McGuinty's plan do? It will drive hundreds of thousands of firearms underground. If your home is broken into, and guns stolen, are 'you' going to report them, get charged and convicted on your own confession, present yourself and your family with a lifetime of legal costs, debt and suffering ? I doubt it. You'll do what ANY person would do in that position, 'keep your mouth shut'. Canadian Soldiers Killed While Driving Un-Armoured, Outdated, Canadian Military CRAP The aging all-terrain vehicle two Canadian soldiers were riding in when they were killed on patrol in Afghanistan is so out of date the army has been forced to cannibalize its own fleet for parts. But opposition MPs declined to condemn the government and army commanders yesterday for sending the unarmoured 20-year-old Iltis utility vehicle -- iltis is German for ferret -- on rural patrol in a war zone. The MPs said they intend to question the government over the decrepit state of Canadian military hardware and equipment once a period of mourning and respect for the families of the dead soldiers is over. Soldiers in Afghanistan recently complained about the difficulties servicing and maintaining their fleet of Iltis vehicles, essentially four-wheel-drive light trucks designed by Volkswagen for the German army in the early 1970s. Bombardier Inc., of Montreal acquired rights to manufacture the vehicles in 1983 and supplied the Canadian army with more than 2,000 between 1984 and 1986. One soldier in Afghanistan described it as "a bit of an albatross around our neck."(Liberal military cutback are NOW costing Canadian Soldiers their lives! A BILLION dollars into a useless registry for sporting firearms, is a BILLION dollars less protection for our soldiers. Remember, "If it Saves Only One Life".. Statistics abused Only the most warped sense of logic can lead anyone to cite Canada's latest homicide statistics as a sign that Ottawa's billion-dollar gun registry is doing an effective job. The fact that the number of homicides reported by police across Canada actually rose by 29 to reach the 582-mark, even though the number of gun-related deaths declined, only underlines what opponents of the registry long have maintained: As long as the underlying causes that lead to deadly violence remain unaddressed, forcing Canadians to register their long guns under threat of criminal prosecution isn't going to fix the problem. It really doesn't matter to the 582 dead persons whether they met their untimely end as a result of being shot (149), stabbed (182), beaten (124), strangled (64) or burned (eight). Dead is dead, and for gun control advocates to proclaim victory in the face of rising homicide rates and numbers, frankly, is absurd. Given the data, an equally nutty argument could be forwarded that, rather than register long guns, the homicide rate could be lowered by threatening citizens with imprisonment unless they register their hands and have their mental stability certified before acquiring knives and matches. (Registering cars does not deter drunks from driving them, registering your dog will not prevent it from biting, registering your 'birth' will not guarantee a wonderful life, but asking every duck hunter to register his shotgun is supposed to stop crime! How many of those 582 dead folks were actually killed by a duck hunter or his/her ilk?.. CDC: More study is needed on gun laws ATLANTA (AP) — A sweeping federal review of the nation's gun control laws — including mandatory waiting periods and bans on certain weapons — found no proof they reduce firearm violence. the task force reviewed 51 published studies about the effectiveness of eight types of gun-control laws. The laws included bans on specific firearms or ammunition, measures barring felons from buying guns, and mandatory waiting periods and firearm registration. None of the studies were done by the federal government. In every case, a CDC task force found "insufficient evidence to determine effectiveness." Firearms injuries were the second leading cause of injury deaths, killing 28,663 people in 2000, the most recent year for which data was available. About 58 percent of the deaths were suicides. Gun accidents claimed about 775 lives that year. About the only conclusion the task force could draw from the surveys was that mandatory waiting periods reduced gun suicides in people over 55. Stabbing was the most common method of killing, accounting for 31 percent of homicides. Beatings resulted in 21 percent of deaths, while strangulation or suffocation came in at 11 percent. The overall homicide rate actually increased slightly, but it was pushed up by the 15 deaths of missing women that occurred in previous years in Port Coquitlam, British Columbia, that were reported by police in 2002. Killers used guns in 26 homicides while 31 per cent of murderers used knives. This was the lowest proportion of homicides committed with guns since statistics were first collected in 1961. During the 1960s and early 1970s, firearms accounted for 40 per cent to 50 per cent of all homicides. Canada's homicide rate increased last year after being stable for two years. It had been decreasing since the mid-1970s. Police recorded 582 homicides in 2002, 29 more than in 2001. Manitoba recorded the highest homicide rates among the provinces, followed by British Columbia and Saskatchewan. The lowest rates were recorded in the Atlantic provinces. The report says one of the chief goals of the program -- continual screening to make sure gun owners remain eligible for licences -- is threatened by unreliable information contained in a massive database that is supposed to tip police and the Canada Firearms Centre to individuals who should not own firearms. The report said key personnel interviewed for the evaluation, including Canada Firearms Centre officials, were "nearly unanimous" that the centre's structure was poorly designed at the outset, with separate policy and operations branches that reported to an assistant deputy minister who had duties in other areas within the justice department. Firearms centre spokesman David Austin noted the report was delivered following changes to the program the government had already initiated in response to Ms. Fraser's report. Mr. Breitkreuz predicted it will cost the government millions to fix the weaknesses outlined in the justice department report.(The fact the the report was release following 'changes' to the program is irrelevant!
