"Memory of the World" establishes regional committee

UNESCO's "Memory of the World" program has taken root in the region in a specific way: the program's first regional committee has been established to cover the Asia/Pacific region (comprising of 43 countries).

Officially known as the "Memory of the World" Regional Committee for Asia/Pacific (MoWCAP), it was formally constituted at a meeting in Beijing in November 1998. MoWCAP's bureau (comprising a chairperson, three vice-chairpersons, and a rapporteur) met in Kuala Lumpur in April following the SEAPAVAA conference. The meeting was hosted by Arkib Negara, which also provides MoWCAP's secretariat.

The agenda included development of a publicity strategy, the encouragement of national MoW committees, and the establishment of a regional MoW register.

There is a SEAPAVAA connection: MoWCAP is chaired by Dato' Habibah Zon, Director-General of Arkib Negara, and also a member of the SEAPAVAA executive council. MoWCAP's vice-chairman (Pacific) is SEAPAVAA president, Ray Edmondson. Both are also members of the program's peak body, the 14-member International Advisory Committee (MoWIAC), which comprises specialists from all parts of the globe, and meets every two years to develop policy and consider nominations for the international "Memory of the World" register. Dato' Habibah serves as a vice-chair of MoWIAC, and Ray Edmondson as its rapporteur. Both are members of its bureau.

Most recently, MoWIAC met in Vienna, Austria, in June 1999, at which Dato' Habibah presented a report on the establishment and work of MoWCAP, which will now be used as a model for the development of regional MoW committees elsewhere in the world.
