The Failed Experiment: Gun Control in Canada, Australia, England and Wales .(pdf) David Austin, head of the Canadian Firearms Centre, disagreed with the report, saying the registry helps public safety in general, not just crime. The rate of homicides involving guns in Canada has decreased since the introduction of gun registration, he said. But earlier this week, Austin did admit the costs of the program will hit $1 billion sometime in 2004 or 2005. The paper, authored by Simon Fraser University professor Gary Mauser, examines crime trends in Commonwealth countries that recently introduced firearm regulations by evaluating trends in total crime, not just firearm crime. The United States, where qualified citizens can carry concealed handguns, is used as the key point for comparison. The research found the homicide rate in the U.S. has fallen 42% since 1991. "Over the past decade, the rate of violent crime in Canada has increased while in the United States the violent crime rate has plummeted," the study said. The study concluded it was an illusion that gun bans protect the public.(Well, I guess that David Austin, a self serving bureaucrat with a paycheque and little kingdom to protect, is someone that should be listened to! Consider, he says, that people were more violent in the centuries before TV and movies were invented; that violent computer games took off in the '90s, a time when crime rate plummeted; that social programs flourished in the '60s, a decade in which violent crime rates skyrocketed; that Israelis and Swiss are armed to the teeth but have low rates of violent personal crime. Maybe it's precisely because there are so many misperceptions that a public inquiry is needed. Yes it's true that "It is unlikely that more officers would have prevented the abduction of Cecilia Zhang." But had the kidnappers thought that there might have been the remotest possibility that Cecilia's father may have surprised the kidnapper in the act and shot him/her, the kidnapping may never have taken place. Had the punk that shot that fellow to death, in 'broad daylight', in a subway station, thought that someone on the platform might have pulled a gun and shot him in defence, he would not have committed the murder. We see no reason to doubt him. Mr. Breitkreuz has been riding the gun registry file hard from the outset. And despite Liberal efforts to play shell games with the program's soaring costs, he's almost never been wrong. That may seem like obsessive behaviour. But sadly, these requests are the only way to make the federal government come clean on this boondoggle. PRIVATIZATION OF GUN REGISTRY TO COST $300 MILLION: GOV’T DOCUMENTS VERIFY Ottawa – Today, Garry Breitkreuz, Official Opposition Critic for Firearms and Property Rights, made another direct hit on the problem-plagued gun registry. The Saskatchewan MP released government documents stamped “SECRET” verifying his disclosure last January that the government’s plans to privatize the gun registry would cost $300 million dollars. “This is disgraceful considering that the new company is being paid to provide computer services and programs that the Department of Justice already paid $227 million to EDS Canada to provide. What a colossal, useless waste of money,” fumed Breitkreuz. Page 54 of the “SECRET” document dated January 9, 2003 obtained through one Breitkreuz’s 400 Access to Information Act requests states: “A $300M contract was awarded to Team Centra (a partnership between two companies, CGI Group and BDP Business Data Services) to design a new licensing and registration system ($34 million) and operate it over the next 15 years ($266M).” Page 127 of another “SECRET” document dated March 5, 2003 admits the privatization plan called Alternative Service Delivery (ASD) is in trouble: “ASD – The concept is defensible, however, there are concerns with the contract at this point.” Page 161 about the gun registry privatization plan was completely whited-out. (This government, from it's very inception has labelled everything that would embarrass it as 'Secret'. When they are defeated, after the next election, the paper shredders will be working overtime. Stats beg to differ Police have pointed out that the percentage of Toronto murders committed with guns has gone up dramatically since 1998, but a look at longer-term trends may cast doubt on the notion.In 1998, only 23 per cent of the city's 56 homicides were committed with a firearm. Last year the gun-related portion had risen to 45 per cent of the 62 homicides committed. So far this year, 26 of the 58 homicides on the books — 45 per cent — have been gun-related. That's down slightly from both 2002 and 2001, where guns were the culprits in some 53 per cent of the 59 murders committed that year.However, pushing the search of homicide records back to 1991, by far Toronto's most murderous year, current gun use percentages do not seem especially high. Of the 89 murders that year, 43 per cent involved a firearm.That dipped dramatically in 1992, when bullets caused only 26 per cent of the 65 murders committed. But the percentage rose again in 1993, when 42 per cent of the 59 murders recorded resulted from gunfire.A report the force itself released this year also calls into question police proclamations about gun use being out of control. Behavior that used to be corrected by detention or a trip to the principal's office now receives suspension, expulsion or even police involvement. What used to be the last resort has become the first and only option. In Madison, Wis., Chris Schmidt, a sixth-grader with a spotless record, faced a year's suspension because he brought a kitchen knife to school for a science project. Asked about the case, Valencia Douglas, an assistant superintendent of schools in Madison, said, "We can't say, 'You're a good kid, so your mistake doesn't have as much force, or importance behind it.'" And so, an 11-year-old is taken away in handcuffs for drawing a picture of a gun; an 8-year-old faces expulsion for a keychain that contained a cheap nail clipper; a fifth-grader is suspended for drawing the World Trade Center being hit by an airplane ... In Canada, for example, We have had the experience of watching a young boy in Nova Scotia (grade 2) be expelled for pointing a chicken finger at a friend and saying 'bang' This was his 'second offence' the first time he only pointed his finger. Sometimes in the name of common sense, Zero Tolerance MUST be tempered with at least 'a little' brain function on the part of the school and it's teachers!) Canada Customs union warns of border delays With the Christmas holiday season fast-approaching, Canadians are being warned to expect longer-than-usual delays at U.S. border checkpoints. The union that represents Canada's 4,000 uniformed customs officers says its workers may be moving a little bit slower, until Ottawa approves a new contract granting the right to carry guns. According to Customs and Excise Union president Ron Moran, his members need guns because each day on the job becomes more dangerous. "Our members have been seeking firearms for some time," Moran told Sun Media. Last week, Ottawa ruled that federal law enforcement officers won't be issued firearms, dashing the hopes of the Customs union which has been demanding firearms for years. Cops decry lenient child porn rulings Conditional sentences, which essentially allow the convicted person to live at home and go shopping or go to work, are the norm in this province for kiddie porn. With a tear-streaked face, a four-year-old girl sobs while she is forced to touch the private parts of a man. Another toddler, also a girl, wears a black-leather studded dog collar, in obvious pain as she is raped. With her tiny hands, the little girl covers her eyes as she weeps. These are the horrid images that, for some bizarre reason that baffles the average person, consume the minds of people who are eventually caught and convicted of child pornography by undercover OPP detectives who operate out of Project P. These are the images that were found on the computer of a Midland man, Earl O'Hagan, 41, who recently tried, but failed, to fight his 18-month jail sentence, which was imposed by Justice Jon-Jo Douglas in Barrie last June. But the Ontario Court of Appeal upheld Justice Douglas' decision and the 18-month sentence will stick. In a recent Newmarket case, a similarly "vile" case of possession of child pornography ended up with a 14-month conditional sentence because it was based almost entirely on a decision made by a court of appeal decision on a previous Barrie case. In the Newmarket case, 43-year-old Randy Weber was convicted of possession and distribution of images of little children being bound, gagged, and forced to have sex with men. Weber was sentenced to house arrest. He was caught with images and video clips of children and infants so disturbing that even the prosecutor wept after viewing them, and the judge said he had to go home and take a shower. Some of the images viewed in court by Justice Roy Bogusky, included one that showed a four-year-old child, weeping, struggling, with hands bound and her neck leashed with a dog collar, while a man raped her. The tendency for judges who feel bound to depend on previous case law and deliver similar sentences for similar offences is distressing to OPP Det. Insp. Bob Matthews, head of the Province's Child Pornography Unit, (Project P), who says it is time for judges to make a break in that pattern. "Conditional sentences are nothing but a joke," he says. "You can sit around your house and watch TV, you can go out and if you get caught, all you have to do is tell the officer you're job hunting - these guys spend less time on a conditional sentence than our officers spend in tracking them down during investigations." Matthews says it's up to judges to take a stand and start throwing child pornography offenders in jail.(There isn't a 'real' man alive that wouldn't like to take these perverts and beat seven shades of shit out of them 'before' handing them over to the police. Bear hunt upsets Gatineau ecologist Top city officials in Gatineau disagree on whether there is a bylaw controlling hunting and the use of guns within city limits. According to an ecological consultant, there is no firearms bylaw, and that is endangering residents in rural parts of the city as more hunters use guns near housing projects. Ian Huggett, head of the conservation group Eco-Watch, said he has found evidence that hunters are shooting at bears from a treetop camouflaged blind 300 metres from the new Eardley Elementary School in the Aylmer sector of Gatineau. Mr. Huggett said it is wrong to hunt so close to a school and a populated area because people could be injured or killed. "The bones are picked clean and have probably been there for more than a month, but the hunters are still going in there," he said. Report warns terrorists may poison food, water OTTAWA — Canadian police and security officials have been quietly warned that al Qaeda terrorists might try to contaminate food or water with deadly toxins. A secret intelligence report distributed to key federal authorities by the Privy Council Office expresses concern al Qaeda extremists could use lethal substances such as ricin and botulinum in a terrorist campaign. A declassified version of the document was obtained by The Canadian Press under the Access to Information Act. The study was prompted by the discovery last January of ricin, a plant toxin made from castor beans, in a London apartment, as well as the retrieval last year of al Qaeda training manuals on the production and use of toxins. Several portions of the document, notably a section entitled Implications for Canada, were withheld under provisions of the access law pertaining to international affairs and security. Terrorist attacks with ricin would likely involve contamination of food or water, or dissemination as an aerosol, says the report. Even small quantities of ricin powder can shut down protein synthesis in the body, causing death within days. "Ricin is water-soluble, and water supplies can therefore remain contaminated for a considerable length of time," the report notes. I don't know if you've all had a chance to read this--but Hamilton, Ontario would like to get the Commonwealth Games. Those games are likely going to be negated and Hamilton will not get those games because of the amendments that have been put forward in regard to the airgun issue. In Toronto we're also probably going to lose the 2004 air pistol competition. This all comes to light because people now are not allowed to come into Canada with those air pistols because of what's happening here. There was only one model, of all the air pistols, that was not restricted from coming into Canada, here. Whether this committee thinks that is important or not, that's how it's going to impact on us in a material way. So I give that one example as a problem that has come up in the last little while. Although that would include grouse, moose, pheasant and bear, deer is the focus for most people. Yet the number of hunters has decreased over the past few years. In the mid-1980s, when the deer population was high, 95,000 licences were issued. In the early '90s, about 75,000 licences were sold and by 2001 the number had dropped to just under 46,000. Licences entitle hunters to one deer. Most are restricted to hunting only bucks, but 7,500 hunters this year have permits to shoot a deer of either sex. Provincial records indicate hunters are getting older - the mean age is over 50 - and fewer young people are getting into the sport. Caldwell thinks that's too bad. A hunter for 25 years and the past president of the Big Game Society of Nova Scotia, she also teaches hunter education and has noticed a drop in the number of young people enrolling in the classes.
