The Laskhar FPI of the Islamic Defenders Front is known for its raids on nightclubs
and alcohol vendors as part of a crackdown on what it describes as dens of sin and
immorality. The group disbanded last November but has now re-opened for registration
for both old and new members.

Islamic Defenders' Front will re-form next month, Siroj Alwi said. Furthermore, the

MALUKU * According to Ambon Ekspress on Tuesday (18 Feb.), a violent
demonstration occurred in the capital of West Southeast Maluku district, Saumlaki,
on Saturday (15 Feb.). It was reported that two people were wounded by shots, while
four cars and three government buildings were destroyed. The triggering factor was
people's dissatisfaction with the mechanism of Civil Servants Selection of Candidates
for the District Government conducted by the Local Government. The police deployed
one platoon for a joint operation with the military in order to help controlling the
security situation. Four people suspected as riot masterminds were in custody and
under police investigation. Rana Swadayana, the Head of the District Police, said that
the situation has been stabilised.
NORTH MALUKU * The Head of the Provincial Kesbanglinmas (Kesatuan
Pengembangan Perlindungan Masyarakat) office informed that the President has
approved the bill of the division of new districts in North Maluku province and has
issued a Government Regulation. All new districts are now preparing the inauguration
of their respective area. Meanwhile, the Governor of North Maluku has received several
names as caretaker for the new districts proposed by the Host Districts (North
Maluku district, Central Halmahera district, and Ternate municipality). These names
will be communicated later to the Minister of Internal Affairs. The duty of the caretaker
will be setting up the administration of the respective district, as well as to monitor
and assist the election of definitive Bupati.
PAPUA * A local newspaper, Cenderawasih Pos, reported on Wednesday (19 Feb.)
that the remaining 1,000 IDPs from Maluku and North Maluku in Biak came to the
district parliament office in order to acquire information on the latest arrangements for
them to return to Maluku. The IDPs also complained about the poor management of
distribution of assistance done by relevant authorities.

MALUKU * Ambon Ekspress quoted the Commander of Military Division II Pattimura
(Pangdam), Major General Djoko Santoso, on Monday (10 Feb.), saying that until now
his division has not found any indications of a Laskar Mujahidin's existence in Maluku,
but investigations by the military would continue. Santoso added that rumours of such
existence might have been spread by people who do not want Ambon to be in a
stable situation. He advised that people should not be easily provoked by unclear
allegations.
NORTH MALUKU * The Social Welfare Office assisted the return of 520 displaced
families (1,400 people) from Ternate to Galela sub-district on Saturday (8 Feb.) and

PAPUA * Local media headlined the creation of a new province, West Irian Jaya, by

MALUKU * According to a local press, Ambon Ekspress, on Wednesday (5 Feb.),
the Divisional Military Commander for Maluku, Major General Djoko Santoso was
transferred to a new post in Jakarta. His replacement is Brigadier General Agustani,
who was positioned in a military unit "Division II Kostrad" in Malang, East Java. Brig.
Gen. Agustani will shortly take over the command in Maluku. The change was part of

police investigation seven officers and soldiers have been charged over the killing.

YAFAR UMAR THALIB ACQUITTED – On April 26, 2002, Jafar Umar Thalib, leader
of the meanwhile disbanded Laskar Jihad, gave a tabliq akbar (official speech) in the
large front yard of the Al-Fatah Mosque of Ambon. He did not spare anybody, defiling
everybody from the President down to the military. The Moluccas Agreement of
Malino was treason, the Governor a traitor etc. He urged a no-reconciliation program
and to wage war on the RMS Christians, to zealously fabricate bombs etc. (see
Reports 269 and 276). He was arrested at Juanda Airport, Surabaya on May 2002 and
sent to Jakarta, where he subsequently was detained at Police HQ. At his trial, one
year inprisonment was demanded by the public prosecutor during the session of the
district court of East Jakarta on December 19, 2002. He was accused of insulting the
President of Indonesia and agitate the people during that tablig akbar.

the Republic of Indonesia (DPR RI) has ratified the bill on the Creation of New Districts
in North Maluku province together with other 25 areas all over Indonesia on Monday
(27 Jan.). Several youth organisations rejected the creation of Tidore Island City as a
municipality since it was not part of the initial plan of the division of the previous
Central Halmahera district.

(30 Jan.) quoted the U.S. States Department, as stating that it has asked the GoRI to
carry out a serious investigation into the deaths of the two American teachers killed in
Papua in August 20002. Spokesman Richard Boucher gave no details but it was
reported that U.S. Officials have learned that the Americas were killed in an ambush
carried out by Indonesian soldiers. The Jakarta Post reported on Wednesday (29 Jan)
that the National Police Chief Gen. Da'i Bachtiar gave assurances to legislators that
the U.S. Federal Bureau of Investigation (FBI) would not dictate the Indonesian police
in the ambush investigation. He further explained during a hearing with the House of
Representatives, that the foreign investigators were here to provide assistance for their
Indonesian counterparts.
